action
After being awakened from almost 70 years of cold sleep and the fight with the Avengers against Loki , Steve Rogers, alias Captain America, has opened up a little more to modern times, but it is still difficult for him to deal with the world that is strange to him and its changed Values to keep pace. Even his old friend Peggy Carter, now visibly aged and the only one of his old comrades still alive, can give him little support. During endurance training at the Lincoln Memorial , Rogers befriends Sam Wilson, a former paratrooper and current psychological advisor to traumatized war veterans.
During a SHIELD mission to rescue a special ship of the organization that was hijacked by mercenaries, Rogers realizes to his displeasure that its director Nick Fury withholds information from him: During the operation his teammate Natascha Romanoff ( Black Widow ) pursues a mission of her own and downloads files from the ship's computer to disk. When Rogers later confronts the director, the director reveals that the files relate to an upcoming operation by SHIELD, Project Insight , in which three new SHIELD helicarriers are to be launched to use spy satellites to build a surveillance and preemptive strike network against threats to eliminate world peace before it can arise. Rogers rejects this kind of control at the expense of freedom and falls out with Fury, who defends the measure.
When Fury later wants to examine Romanoff's data carrier, the computer system denies him access. He turns to Alexander Pierce, his old friend, boss and member of the UN Security Council , and asks him to put Project Insight on hold for the time being because of concerns. When Fury is then on his way to Maria Hill , he is attacked and shot at by a killer squad led by a masked figure with an artificial arm. Fury barely escapes, flees to Rogers' apartment and hands him the data carrier there, but is immediately shot again by the masked assassin and this time critically injured. Despite all rescue attempts, Fury dies in the hospital. Pierce orders the project to continue and calls in Rogers to question him about the assassination, but since Fury has warned him not to trust anyone, Rogers keeps the data carrier to himself. As he is about to leave the SHIELD building, he is attacked by several agents of the organization, including Brock Rumlow, chief of operations for SHIELD's STRIKE team, Rogers manages to overpower the attackers and escape, but Pierce orders SHIELD to hunt him down on charges of treason .
In his attempt to decipher the secret of the data carrier, Rogers meets Romanoff, who is apparently looking for Fury's murderers herself. Although Rogers still doesn't trust her completely, the two of them grapple. The first time the data carrier is decrypted, they are referred to the military camp where Rogers had completed his military training before his transformation into Captain America. On the premises you will find access to an old, decommissioned SHIELD system, in which you come across a huge, outdated computer system that houses the consciousness of the deceased HYDRA scientist Arnim Zola . This reveals to Rogers and Romanoff that HYDRA never ceased to exist even after the death of its founder Red Skull ; rather, Zola and other like-minded comrades who were recruited by the Allies in the course of Operation Paperclip after the end of World War II , worked under the guise of SHIELD and secretly rebuilt HYDRA. Now the organization - with Pierce as its top leader - is on the verge of seizing control of the world with the help of the Insight project .
When the computer system was reactivated, SHIELD was alerted and destroyed the bunker with a missile attack; However, Rogers and Romanoff escape and find shelter with Wilson, who agrees to help them. First they steal a winged rocket backpack that Wilson used on his previous missions. They then capture Jasper Sitwell, a SHIELD agent and HYDRA loyalist, and interrogate him. They learn from him that Zola has developed an algorithm that can predict the possible future threat to HYDRA from people - for example the Avengers - and then forwards it to the Insight helicarrier to be eliminated . When the three conspirators then try to gain access to SHIELD headquarters, they are attacked by the masked assassin - a former Russian super agent named Winter Soldier . Rogers is able to unmask him after a tough fight and, to his dismay, sees in him his old, lost friend "Bucky" Barnes , who fell to his death before his eyes when Zola was captured in 1944. It turns out that Barnes was found and restored as a cyborg by Russian scientists under Zola's direction , with his memory brainwashed and reconditioned for HYDRA's purposes.
Paralyzed by this realization, Rogers can be captured by the STRIKE team along with Romanoff and Wilson, but on the way to their scheduled execution they are freed by Maria Hill, who has infiltrated the STRIKE team. She leads them to a hiding place where, to their surprise, they meet Nick Fury, who has only faked his death to better track down the infiltration of SHIELD. Together they work out a plan to rob the helicarriers of their homing systems before they can carry out their mission. They break into SHIELD headquarters, where Rogers uses the intercom to inform everyone in the building about HYDRA's infiltration, their leader Pierce, and the planned takeover. Despite the efforts of the loyal SHIELD agents, the helicarriers manned by HYDRA people can take off. Zola's computer program begins targeting thousands of people whom it identifies as HYDRA's enemies and who, after a countdown, are all to be eliminated from the helicarriers at the same time. Rogers and Wilson fight on board the Helicarrier and try to exchange a certain memory chip with which the carrier can be brought under Hill's control. Meanwhile, Romanoff gains access to Pierce, who wanted to celebrate the launch of Project Insight with the members of the Security Council until Rogers' announcement clarified Pierce's real motives. While Romanoff holds Pierce in check and spreads the details about HYDRA and SHIELD online, Fury appears to settle accounts with his former friend. Pierce manages to use a trick to kill the other members of the Security Council and take Romanoff hostage, but Fury shoots him.
Rogers and Wilson manage to exchange the said memory chip on two helicarriers, but the Winter Soldier gets in their way on the third. Wilson falls, can save himself with the parachute and now has to compete with Rumlow, who wants to come to Pierce's aid. Rogers is attacked hard and seriously injured by the Winter Soldier, but manages to exchange the chip, whereupon Hill turns the helicarriers' weapons against each other and forces them to destroy each other. When the carrier crashes into the building in which Wilson and Rumlow are fighting with Rogers and the Winter Soldier on board, Rumlow is seriously injured, while Wilson is saved by Fury and Romanoff. Rogers' carrier threatens to crash and the Winter Soldier is trapped in rubble, but Rogers comes to his aid and frees him. Thereupon he is attacked by the soldier while he tries to remind him of his real self. Eventually Rogers falls unconscious into the water when the Carrier finally crashes, but the Winter Soldier, whose memories have been partially reawakened by Rogers' appeals, saves him from drowning before disappearing.
When HYDRA is exposed, SHIELD is disbanded and Romanoff has to testify before a committee of inquiry. After one last meeting with Fury, officially still considered dead, Rogers and Wilson set out to track down the Winter Soldier and help him find his way back to life. But as Fury already feared, HYDRA was not completely defeated with this defeat: In a post-credit scene , another HYDRA splinter group under the leadership of Wolfgang von Strucker with the help of Loki's scepter and his human miracle weapons - two take part Superpowed gifted twins - ready for a new attempt at conquest. A second post-credit scene shows Barnes starting to look for his own past at the Smithsonian Museum in Washington, DC , which has an exhibit about Captain America.
Important figures
Steven G. "Steve" Rogers / Captain America was once chosen in 1943 by the scientist Abraham Erskine to be injected with the "super soldier serum" because, despite his weak stature, he was forced to join the US Army and in the second Fighting World War I could not be dissuaded and proved to be of integrity in character. The serum made him a tall, muscular man whose metabolism is four times faster than that of the average person . As Captain America , he ultimately thwarted the plans of HYDRA , the secret science division of the Nazis, but when he overpowered the leader Red Skull, he crashed over the Arctic. It was only 70 years later that he could be rescued and awakened from his cold sleep , but from his point of view the world had changed a lot, especially interpersonal relationships. After merging with the Avengers and successfully battling the threat from Loki, Steve Rogers, as an active SHIELD agent, strives to give his life meaning again, but still feels a stranger, missing his closest friends. In addition to his costume, his equipment also includes his shield made of the almost indestructible metal vibranium, which he uses on the one hand for defense and on the other as a throwing weapon.
Nick Fury is the head of the fictional secret service SHIELD (= Strategic Homeland Intervention, Enforcement and Logistics Division). Since his appointment, he tried to build what is known as the Avenger Initiative. After he hasactually successfully unitedthe Avengers in the fight against Loki and they have fought off the alien invasion together, his position before the UN Security Council has been strengthened and now receives far greater technical means to upgrade his organization.
Natasha Romanoff / Black Widow is a former KGB agent who was brought to the SHIELD organization by Clint Barton. A perfectly trained spy, she was once commissioned by Director Fury to infiltrate Stark Industries and give an assessment of Iron Man . When Loki threatened Earth, she joined the Avengers and was able to find out his true intentions using her accomplished interrogation techniques. After the successful mission, she continues to work as a SHIELD agent and works alongside Captain America. Not only does she master exceptional hand-to-hand combat techniques and monitoring skills, her equipment also includes custom-made bracelets, which contain an electro-pulse weapon and grappling hook.
Sam Wilson / Falcon is a retired paratrooper working in Washington, DC as a caretaker for veterans with PTSD . When Steve Rogers distances himself from SHIELD and asks him for his help, he allies himself with Captain America. The skills he acquired from the secret missions in aerial combat, which he carries out with the help of a specially designed wingpack , now enable Sam to support his idol in the fight for justice.
James Buchanan "Bucky" Barnes / Winter Soldier was Steve Roger's best friend, who, unlike him, was accepted into the US Army without any problems. In 1943 he was captured during an operation against HYDRA and used by the scientist Arnim Zola as a subject for experiments. After Steve, who had meanwhile become Captain America , freed Bucky, Bucky joined his friend and took part in several missions against HYDRA at his side. When trying to capture Arnim Zola, however, he fell from a train into the depths and was apparently killed. As a brainwashed Winter Soldier, he reappears in The Return of the First Avenger . His left arm, which he lost in the fall, was replaced by a cybernetic prosthesis, which gives him additional strength. Barnes' alias comes from the fact that it was usually kept in cryostasis and only thawed again for attacks, and so has effectively survived the decades only aged a few years.
Alexander Pierce was the previous director of the SHIELD agency and is now the organization's chief commander as a member of the UN Security Council. He named Nick Fury, whom he had once recruited for this unit, as his successor.
Maria Hill is a senior SHIELD agent who works closely with Nick Fury. After the alleged death of Agent Phil Coulson during the attack on the Avengers , she was named the organization's deputy director.
Brock Rumlow / Crossbones is the head of operations of the STRIKE team (= Special Tactical Reserve for International Key Emergencies), the anti-terrorist unit of SHIELD. He is a high-ranking soldier with a lot of operational experience and has excellent hand-to-hand combat skills. Together with Captain America and Black Widow, they are supposed to free the Lemurian Star , a freighter that serves as a mobile rocket launch pad , from pirates.
Jasper Sitwell is a SHIELD agent who once investigated Thor's hammer in the New Mexico desert with Agent Phil Coulson and was one of the few survivors of the Destroyer attack. He also did a great job in the shelling of the Avengers in the Helicarrier, as he saved the badly damaged airship from crashing. On the Lemurian Star he is one of the hostages that the STRIKE team is supposed to free.
Marvel founder and editor Stan Lee has another cameo as the museum guard in this film. Furthermore, other new figures are introduced or mentioned by name:
- Baron Wolfgang von Strucker , a surviving Nazi war criminal in the original Marvel Comics and the true founder of HYDRA;
- Stephen Strange , for a long time the Sorcerer Supreme of the Marvel Universe;
- the mutant twins Quicksilver and Scarlet Witch (Pietro and Wanda Maximoff), in the original comics the children of the X-Men super villain Magneto and important members of the Avengers.

The film started shooting on April 1, 2013 at the Raleigh Manhattan Beach Studios in Los Angeles . Of all the studio recordings there, the first thing that was filmed was the fight scene in the elevator. On May 14, the outdoor shots began in Washington, DC , including in the parks of the National Mall and the National Air and Space Museum there , on the Theodore Roosevelt Bridge, at Dupont Circle and at the Willard Hotel . More elaborate Autojagd- and fight scenes but was moved to Cleveland , the hometown of directors. From May 17th, Cleveland's streets represented the southwest district of Washington DC. For the lavish stunt scenes , street sections and intersections were cordoned off, sometimes in front of the Federal Reserve of Cleveland and the city library. The Cleveland Memorial Shoreway freeway entrance was even closed to the public for two weeks. In addition, the Cleveland Arcades and Tower City Center were filmed. The covered courtyard of the Cleveland Museum of Art was converted into the entrance hall of the SHIELD headquarters, the so-called Triskelion. On June 27, 2013, work on the film in Cleveland ended.

reception
Reviews
"Dark and explosive superhero spectacle with a credible threatening scenario, which for all the staging power but regularly loses its fun and charm."
"'The Return Of The First Avenger' is Marvel's most serious and darkest film to date, although the usual lightness falls by the wayside to a considerable extent."
