The county is located in northwest Iowa, about 30 km to the north from Minnesota and about 70 km to the west from South Dakota . It has an area of 1483 square kilometers, of which nine square kilometers are water.
In Clay County, the Ocheyedan River flows into the Little Sioux River , which flows through the county from north to south and flows further southwest into the Missouri .

Clay County was formed on January 15, 1851 from territory that was designated as free - but actually populated by Indians .
It was named after Henry Clay Jr. (1811–1847), a son of Henry Clay and an officer who died in 1847 in the Battle of Buena Vista in the Mexican War .
By October 1858, the county was part of the administration of Woodbury County .

The racial the population was composed of 96.5 percent white, 0.4 percent African American, 0.2 percent Native American, 0.6 percent Asian and other ethnic groups; 1.1 percent were descended from two or more races. Hispanic or Latino of any race was 2.9 percent of the population.
23.0 percent of the population were under 18 years old, 58.6 percent were between 18 and 64 and 18.4 percent were 65 years or older. 51.0 percent of the population was female.
