The county is in the far east of Iowa; the border to the neighboring state of Illinois is formed by the Mississippi . Clinton County covers an area of 1,839 square kilometers, of which 39 square kilometers are water. The southern border is formed by the Wapsipinicon River , which flows into the Mississippi below Camanche .

Clinton County was formed on December 21, 1837 from former parts of Dubuque County and the Wisconsin Territory .
It was named after DeWitt Clinton (1769-1828), a governor of New York and strongest proponent of the Erie Canal . The cities of De Witt and Clinton were named after him.
In 1835 Elijah Buell built a log cabin for himself and his family, making him the first white settler in the area. In 1854 the first newspaper was published and in 1858 Lyons Female College , the first college for girls, opened its doors. The cost at the time was $ 175 per year per child.
Clinton County is the only one in Iowa that has had three different county capitals in its history: Camanche, De Witt, and Clinton.

According to the 2010 census , Clinton County had 49,116 people in 20,677 households. The population density was 27.3 inhabitants per square kilometer. Statistically, 2.33 people lived in each of the 20,677 households.
The racial the population was composed of 94.0 percent white, 2.6 percent African American, 0.2 percent Native American, 0.6 percent Asian and other ethnic groups; 1.8 percent were descended from two or more races. Regardless of ethnicity, 2.5 percent of the population was Hispanic or Latino of any race.
23.6 percent of the population were under 18 years old, 59.6 percent were between 18 and 64 and 16.8 percent were 65 years or older. 50.8 percent of the population was female.
The median income for a household was 47,020 USD . The per capita income was $ 23,040. 11.9 percent of the population lived below the poverty line.
