geography
The county is located in northeast Iowa, with the Mississippi River in the east forming the natural border with Wisconsin . Clayton County covers an area of 2053 square kilometers, of which 36 square kilometers are water.
On the banks of the Mississippi in County lies part of the only National Monument in Iowa: Effigy Mounds National Monument , an archaeological reserve for artificial hill structures of early Indian cultures.

Clayton County was formed on December 21, 1837. It was named after John Middleton Clayton (1796-1856), a long-time US Senator who served as Secretary of State from 1849 to 1850 .
The first white settlers came to the north bank of the Turkey River in 1833 , about 10 km from its mouth, near Millville . They built a ferry to allow other settlers to cross the river.
The first seat of the county government was in 1837 in Prairie La Porte, which was renamed Guttenberg in 1847. The first county meeting was held at Graybill's Tavern in 1838 . The first courthouse was built in 1840. From 1843 the county seat was in Jacksonville (later Garnavillo). The second courthouse was built in 1844. In 1856 the county seat was moved to Elkader for a year before it came back to Guttenberg by 1860 and was moved back to Elkader. Today's Clayton County Courthouse was completed in 1887 and built of hewn stone.

According to the 2010 census , Clayton County had 18,129 people in 7,615 households. The population density was 9 people per square kilometer. Statistically, 2.25 people lived in each of the 7,615 households.
The racial the population was composed of 97.8 percent white, 0.3 percent African American, 0.1 percent Native American, 0.2 percent Asian and other ethnic groups; 0.8 percent were descended from two or more races. Hispanic or Latino of any race was 1.7 percent of the population.
23.2 percent of the population were under 18 years old, 57.5 percent were between 18 and 64 and 19.3 percent were 65 years or older. 49.9 percent of the population was female.
The median income for a household was 43,387 USD . The per capita income was $ 22,101. 11.3 percent of the population lived below the poverty line.
