The county is located in southern Iowa, about 25 miles south of Missouri , and covers an area of 1,118 square kilometers, of which two square kilometers are water.

Clarke County was formed on January 13, 1846 as the original county from territory that was designated as free - but actually inhabited by Indians . The county was named after James Clarke (1812-1850), the last governor of the Iowa Territory (1845-1846).
The first white settlers in the area were the Mormons in 1846 , who spent the winter about 6 miles from Osceola on their way to Salt Lake City , Utah . The first permanent settlers were probably Robert Jamison and John Kyte. From 1851 the settlement began on a larger scale. The first lawyer was PJ Goss, who settled here for 30 years before moving to Kansas .
The first courthouse was completed in 1854 and served as such until 1883 when it was destroyed by a storm. The next courthouse, this time built of stone, was completed in 1892. The third courthouse, which is still in use today, was opened in 1956. The Hawkeye Mill north of Osceola was the county's first mill. The next mill was steam powered and a combination of a grain mill and a sawmill.
The first improvement in transportation came in 1868 when the Chicago, Burlington & Quincy Railroad moved their tracks through the county. In 1881 the north-south connection was added, which linked Iowa's capital Des Moines and Osceola with Missouri .
In 1907 all streets in Osceola were paved with stone, the first public library opened in 1910, and construction of the Bluegrass Trail , now known as US Highway 34, began in 1911 .

According to the 2010 census , Clarke County had 9,286 people in 3,690 households. The population density was 8.3 people per square kilometer. Statistically, there were 2.43 people in each of the 3,690 households.
The racial the population was composed of 94.3 percent white, 0.4 percent African American, 0.3 percent Native American, 0.4 percent Asian and other ethnic groups; 1.0 percent were descended from two or more races. Hispanic or Latino of any race was 10.0 percent of the population.
25.3 percent of the population were under 18 years old, 60.0 percent were between 18 and 64 and 16.7 percent were 65 years or older. 50.2 percent of the population was female.
The median income for a household was 42,384 USD . The per capita income was $ 22,168. 12.0 percent of the population lived below the poverty line.
