List of districts in the Electorate of Hesse (1821)
Most of the list of districts in the Electorate of Hesse is taken from the official directory of 1821. As far as possible, the original spelling has been retained.
history
In 1821 the electorate became a unified state - it was no longer, as before, a number of rulers (e.g. Grand Duchy of Fulda or the Principality of Hanau , etc., each independent and only linked by the person of the monarch). As a result of a long development, the judiciary and administration were finally separated ( separation of judiciary and administration ; separation of powers), and for internal state administration the state territory was newly divided into provinces, counties and judicial districts (judicial offices). The Hessian districts were created after this administrative reform (functional and territorial reform) from regional courts, offices, judicial offices and courts.
After only eight years, the Salmünster district was dissolved in 1829 . In 1848 the district division was abolished and the state was divided into districts . As early as 1851, the district division was canceled and the district division restored.
The districts then experienced minor territorial changes after the Prussian annexation in 1866. The Electorate of Hesse (and the Duchy of Nassau) were "forever" united with the Prussian monarchy and the Prussian constitution came into effect on October 1, 1867 in the annexed areas. From other states (Kingdom of Bavaria and Grand Duchy of Hesse) only areas and districts were annexed. Although these were also forever united with the Prussian monarchy , they were usually only assigned to a district later. It was not until the Prussian district order , introduced for Hessen-Nassau in 1885, that the former districts of the Electorate of Hesse were newly tailored with minor changes.
Since the districts were not self-governing bodies until April 1, 1886 , the annexation did not initially affect the municipal constitution . In the former Electorate of Hesse (municipal code of 1834) and in the Duchy of Nassau (municipal law of 1854), the previous municipal codes continued to apply. Also in the acquired territories from other states (Kingdom of Bavaria and Grand Duchy of Hesse), the municipal ordinances valid at the time of ownership (incorporation) (e.g. the Bavarian municipal constitution for the municipalities in the Gersfeld district and the Orb district or the Hesse-Darmstadt district) applied for the communities in the Vöhl district ). A self-administration of the districts (in addition to the function as a district of the internal administration) was only introduced by § 2 of the district regulations for the province of Hessen-Nassau from June 7, 1885.
