Robert Theodore Stafford (born August 8, 1913 in Rutland , Vermont , † December 23, 2006 ibid) was an American Republican politician, governor , member of the House of Representatives and US Senator from Vermont.

biography

Studies, World War II and promotion to governor

After graduating from Middlebury College in 1935, he graduated from the University of Michigan Law School and Boston University Law School , which he graduated with a law degree in 1938 . Immediately after his graduation he began a career in local politics and was initially 1938-1942 Attorney ( Prosecuting attorney ) of Rutland County . During the Second World War , he served from 1942 to 1947 in the United States Navy , where he rose to lieutenant commander ( corvette captain ). After his return from active service, he was again prosecutor in 1947 in Rutland County before he served as Lieutenant Commander of the Navy in the Korean War between 1951 and 1953 .

After his return in 1953, he began a political career in the state of Vermont: first until 1955 as Deputy Attorney General of the state and then between 1955 and 1957 as Attorney General . In 1957 he was elected lieutenant governor before he was subsequently governor of Vermont from 1959 to 1961 as the successor to Joseph B. Johnson himself .

Congressman and Senator

Following his quick rise to the top of the state, he was elected a member of the Vermont constituency in the US House of Representatives elections. As such, he won a total of five elections as a member of the Republican Party, so that he represented the interests of the state in the House of Representatives from 1961 to 1971.

In September 1971 he resigned his parliamentary seat to temporarily occupy the Senate seat that had become vacant due to the death of Winston L. Prouty . A few months later, in January 1972, he won the by-election for this class 1 Senate seat . After two successful re-elections, he was a member of the US Senate for a total of 18 years until his resignation in 1989. Most recently, he was Chairman of the United States Senate Committee on Environment and Public Works between 1981 and 1987 . During his time as Senator, the Robert T. Stafford Disaster Relief and Emergency Assistance Act, named after him, was passed, a law to coordinate aid in the event of nationwide natural disasters . In 1988, in recognition of its work in higher education , the US Congress named the National Student Loan Program the Robert T. Stafford Student Loan Program .

In his long political career he was considered moderate or liberal within the Republican Party . The greatest fame he achieved by his commitment to the environment , higher education and after his retirement from active politics in 2000 because of his support for the Equal Rights Act of Vermont to the legalization of registered partnerships of homosexual couples . The last time the US Congress renamed the White Rocks National Recreation Area to Robert T. Stafford White Rocks National Recreation Area in his honor in 2007 .
