Thomas Joseph Downey (born January 28, 1949 in Ozone Park , Queens , New York ) is an American politician . Between 1975 and 1993 he represented New York State in the US House of Representatives .

Career

Thomas Joseph Downey was born about four years after the end of World War II in Ozone Park, a neighborhood in the New York borough of Queens . He graduated from West Islip High School in 1966 . He then went to Cornell University , which he left again in 1970 with a Bachelor of Science degree . Between 1972 and 1974 he attended St. John's University School of Law in Brooklyn . In 1980 he received his Juris Doctor from American University . Downey sat 1972-1974 as Deputy ( legislator ) in Suffolk County . He took part in 1972 as a delegate to the Democratic National Convention in Miami Beach .

Politically, he belonged to the Democratic Party . In the 1974 congressional elections , he was elected to the US House of Representatives in Washington, DC in the second constituency of New York , where he succeeded James R. Grover, Jr. on January 4, 1975 . He was re-elected eight times in a row. On his tenth candidacy he was defeated and withdrew from the after January 3, 1993 Congress of. During his tenure as a congressman, he served on several committees: the Armed Services Committee , the House Budget Committee, and the Ways and Means Committee . He served on the last committee for 14 years. As a member of the Armed Services Committee, he took part in the negotiations on the SALT and START contracts as a consultant .

In January 1993 he founded with Congressman Raymond J. McGrath , the Downey McGrath Group, Inc. , a consulting company in government affairs. In this context, he represented Dubai Ports World in Congress, where he got it to approve a controversial port deal. He argued his approach with the following statements: "They would have made this country more secure" , because "DP World is one of the few companies that could have worked with us to truly improve security, both at home and abroad" .
