Joan Kelly Horn (born October 18, 1936 in St. Louis , Missouri ) is an American politician . Between 1991 and 1993 she represented the state of Missouri in the US House of Representatives .

Career

Joan Horn attended the University of Missouri until 1975 . Then she founded two preschools, which she took over. Between 1973 and 1977 she was the department head of the University of Missouri responsible for internal programs. From 1977 to 1980 she oversaw the energy saving project and building conversions in St. Louis County . After that she was a contract partner for the Housing Authority in St. Louis until 1982 . From 1975 to 1990 she also ran a consulting firm.

Politically, Joan Horn joined the Democratic Party . Since 1982 she has been a member of the state executive committee of her party. She was also a member of the St. Louis County Executive Committee. In the 1990 congressional election , she was elected to the US House of Representatives in Washington, DC in the second constituency of Missouri , where she succeeded Jack Buechner on January 3, 1991 . Since it was not confirmed in 1992, it could only complete one term in Congress until January 3, 1993 .

In 1996, she competed unsuccessfully to return to Congress. Today she lives in St. Louis.
