The county is located in west central Iowa and has an area of 1,477 square kilometers, of which two square kilometers are water.
It is traversed in the northeast by the Raccoon River , which belongs to the Mississippi river basin via the Des Moines River .

Carroll County was formed on January 15, 1851 from parts of Pottawattamie County. It was named after Charles Carroll (1737-1832) from Carrollton , Maryland , the only Catholic and longest living signer of the Declaration of Independence .
In 1855 the county government was established in Carrollton and in 1858 the first district court was built. In 1869, the more centrally located Carroll City with a rail link from the Chicago and Northwestern Railroad , today's Carroll, became the seat of administration. The courthouse was totally destroyed by fire in 1886. The current courthouse was built in 1965.

According to the 2010 census , Carroll County had 20,816 people in 8,614 households. The population density was 14.1 people per square kilometer. Statistically, 2.27 people lived in each of the 8,614 households.
The racial the population was composed of 97.3 percent white, 0.4 percent African American, 0.1 percent Native American, 0.4 percent Asian and other ethnic groups; 0.9 percent were descended from two or more races. Hispanic or Latino of any race was 1.6 percent of the population.
24.9 percent of the population were under 18 years old, 56.5 percent were between 18 and 64 and 18.6 percent were 65 years or older. 51.3 percent of the population was female.
The median income for a household was 46,086 USD . The per capita income was $ 24,468. 9.8 percent of the population lived below the poverty line.
