Frank Plowman Woods (born December 11, 1868 in Sharon , Walworth County , Wisconsin , †  April 25, 1944 in Altadena , California ) was an American politician . Between 1909 and 1919 he represented the state of Iowa in the US House of Representatives .

Career

Frank Woods attended his homeland public schools and the Northern Indiana Normal School in Valparaiso . In 1887 he moved to Estherville , Iowa. There he worked for a newspaper for two years. He then worked in the real estate industry, in the credit and insurance business, and in banking. In 1902 he helped found the Iowa Savings Bank of Estherville .

Politically, he was a member of the Republican Party . In 1906 and 1907 he was its chairman in Iowa. In 1906 he served as the campaign manager for Governor Albert B. Cummins . In 1908 Woods was elected to the US House of Representatives in Washington, DC , in the tenth constituency of Iowa , where he succeeded James Perry Conner on March 4, 1909 . After four re-elections, he was able to complete five legislative terms in Congress by March 3, 1919 . During this time the 16th and 17th amendments to the constitution were passed there. In 1917, Frank Woods voted as one of 56 congressmen against the declaration of war on Germany and the associated entry of the United States into the First World War . A little later he also voted against the Espionage Act , a law to combat espionage. This cost him the re-nomination of his party for re-election in 1918.

After his time in the US House of Representatives, Woods withdrew from politics. In 1921 he settled in Altadena, California, where he spent his old age and died in 1944.
