Francis W. Palmer

Francis Wayland Palmer (born October 11, 1827 in Manchester , Dearborn County , Indiana , †  December 3, 1907 in Chicago , Illinois ) was an American politician . Between 1869 and 1873 he represented the state of Iowa in the US House of Representatives .

Career

In his youth, Francis Palmer moved with his parents to Jamestown , New York . There he completed an apprenticeship as a printer at the Jamestown Journal in 1841. Between 1848 and 1858 he was the owner of this newspaper. Palmer was a member of the New York House of Representatives in 1853 and 1854 . In 1858, Palmer sold his newspaper and moved to Dubuque , Iowa. There he became editor and co-owner of the newspaper "Dubuque Times". Between 1861 and 1869 he was director of the State Printer of Iowa . From 1861 he lived in Des Moines , where he bought and published another newspaper in addition to his function as a state printer .

Politically, Palmer was a member of the Republican Party . In 1868 he was elected to the United States House of Representatives in Washington, DC in the fifth constituency of Iowa , where he succeeded Grenville M. Dodge on March 4, 1869 . After re-election in 1870, he was able to complete two legislative terms in Congress until March 3, 1873 . During this time the 15th amendment to the constitution was passed there. In 1872, Palmer declined to run again.

After his time in the US House of Representatives ended, Palmer moved to Chicago and continued his journalistic work there. He acquired shares in the newspaper "Inter-Ocean" and became its editor-in-chief. In 1876 he was a delegate to the Republican National Convention in Cincinnati , where Rutherford B. Hayes was nominated as a candidate for president. Between 1877 and 1885, Francis Palmer headed the Chicago Postal Service. He later received the post of Public Printer of the United States , which he held between 1889 and 1894 and again from 1897 to 1905.

Francis Palmer died on December 3, 1907 in Chicago and was buried there.
