Miskolc is the largest city in the county

This list includes the cities and towns of the county Borsod-Abaúj-Zemplén in Hungary . There are a total of 358 municipalities in Borsod-Abaúj-Zemplén , of which 28 municipalities with and 330 municipalities without municipal rights .

Each municipality has a mayor ( polgármester in Hungarian ) elected directly by the citizens . Each municipality has its own income, but can also receive subsidies from the central state budget. The obligations of the municipalities include a. securing primary school education , guaranteeing basic medical and social care and asserting national and ethnic minority rights .

The protection of minorities is a specialty of the Hungarian local government . Since 1993, the thirteen autochthonous ethnic minorities in Hungary have been legally self-governing . The minority self-governments that have emerged since then consist of elected bodies that are integrated into the municipal administration and represent the interests of the minorities. Some of them are very different in character and organization, but offer the respective citizens extensive linguistic and cultural autonomy.
