City districts and statistical districts of Bern

Bern consists of six city ​​districts , which are divided into a total of 32 statistical districts . Finer subdivisions are the common quarters and the less used small quarters. The term neighborhood is often used colloquially for the statistical districts.

The urban divisions of Bern

Statistics City of Bern as the responsible specialist department provides data on the city of Bern as a whole, but also on the various city ​​structures . The most important of these (with the number in brackets) are as follows:

  • The districts (6) form the top subdivision. They divide the city of Bern into the inner city core and four districts surrounding this core (Länggasse-Felsenau, Mattenhof-Weissenbühl, Kirchenfeld-Schosshalde and Breitenrain-Lorraine). In the west lies the largest and most populous district of Bümpliz-Oberbottigen in terms of area, without borders with the inner city. The last change to the districts came into effect in early 2001. The statistical district of Beundenfeld was moved from district V to district IV
  • Statistical districts (32) have existed in this form since 1960 and are the basis of many evaluations for the city administration. They are also often referred to colloquially as Bernese quarters . In the yearbook and other statistics, the statistical districts are usually the finest subdivision.

  • Common quarters (114) were created in cooperation with the district commissions of the city of Bern in 2011 in order to add a structure to the official administrative territorial division that depicts the city of Bern from the point of view of the neighborhood workers and residents (living environment perspective). The quarters should be relatively homogeneous and perceived as units. There are different degrees of differentiation in the individual districts. While there are 37 quarters in Kirchenfeld-Schosshalde, the more populous and larger Mattenhof-Weissenbühl has only 15, Breitenrain-Lorraine with twice the number of inhabitants even only 11. There are cases where the usual quarter and the statistical district are identical (e.g. B. Altenberg ), where they are named the same but not identical (e.g. Holligen ) or they are identical but are named differently (e.g. Weissenstein and Hardegg / Weissenstein). The quarter can be in several districts (e.g. Riedern ) or a common quarter can consist of several statistical districts (e.g. Upper Old Town ). The Länggasse as a common quarter lies in four statistical districts. One of them also bears the name Länggasse and includes three other common quarters in addition to the portion of the Länggass district. This not infrequently contributes to a lack of clarity, which is meant when naming names alone.

  • Small quarters (792) are the smallest units that were also revised in 2011. They serve as "pieces of the puzzle" with which all divisions can be created. This classification was refined during the revision in 2009/2010. For data protection reasons, however, statistical data are not published at this level.
  • The school districts (6) are predominantly based on the districts with individual deviations. The inner city was divided into the 4 surrounding districts and Bümpliz (which Oberbottigen belongs to) and Bethlehem are differentiated from district VI. Each school district has three to four locations with kindergartens, primary and secondary levels. They form the school policy and school planning units.
  • The district division of the monument preservation (12) forms the basis for the systematisation and representation of all buildings worthy of protection and worth preserving in the building inventory of the city of Bern, which was created in the 1980s and subjected to a general revision from 2013 to 2015. Buildings worthy of protection, buildings worthy of preservation, assemblies and structural groups as well as - without legally effective classification - noteworthy buildings and buildings after 1900 are listed in the building inventory
  • The census quarters (292) were first used for the 1980 Federal Population and Housing Census . They are as homogeneous as possible and should include a maximum of 1000 people. On the occasion of the revision of the small quarters, this division was made small adjustments.
  • Constituencies are defined as follows: For the National Council, Bernese members of the Council of States and the Government Council, the canton is a single constituency. In the Grand Council elections, the city of Bern forms one of 9 constituencies in the canton. There are 6 "counting circles" or "urn circles" for municipal elections and votes, which are identical to the districts (Bümpliz-Oberbottigen is called Bümpliz-Bethlehem).
  • The postcode areas were determined according to the needs of the Post and are a separate structure. For example, peripheral areas also have postcodes for the surrounding area because delivery is made from there.

All population figures and related statistics within Bern are provided by Statistics City of Bern . They include all persons registered in the city of Bern by means of a certificate of origin , identity card or foreigner identity card (including secondary residence and non-permanent residents). This difference to the figures usually used by the BfS is justified by the fact that all people living here must be taken into account when planning the infrastructure of Bern.

Forecasts on urban and population development in Bern

Urban development concept (STEK) 2016

Forecasts for the development of the population were made for the urban development concept (STEK) 2016. With increased construction activity and the use of densification potential by 2030, growth of 12% from 140,000 in 2015 to 157,000 people is expected. The development of the individual districts is classified differently:

  • In District I, the inner city, hardly any changes worth mentioning are expected.
  • In the Länggasse-Felsenau, in district II, population increases are likely to be between 2020 and 2030. This is particularly in the course of the alleged residential construction activity in the four and middle field.
  • The situation is different in District III, Mattenhof-Weissenbühl: The strong population growth of recent years is likely to gradually flatten out and turn into a slight population decline from around the mid-2020s.
  • In district IV, Kirchenfeld-Schosshalde, strong residential construction activity is expected from the 2020s, which should lead to a marked increase in population.
  • In the district of Breitenrain-Lorraine (V), too, more residential construction activity is expected than in previous years, namely in the years 2018 to 2020 and from 2025, which should lead to an increase in the population.
  • District VI, Bümpliz-Oberbottigen, will remain the most populous district as before. In a high scenario in particular, most of the new living space is likely to be created here, on the one hand in the years 2016 to 2017, but then also from the mid-2020s. From this point of view - in the high scenario - a population of more than 40,000 people can be expected towards the end of the forecast horizon.

Population forecasts for the city of Bern up to 2050 (from 2019)

Statistics City of Bern published a prognosis for the population development until 2050 for Bern based on three scenarios. While the expected growth until 2050 is 25% for Switzerland and 16% for the canton of Bern (here until 2045), growth of 15% is expected for Bern in the high scenario, 14% in the medium scenario and 14% in the low scenario of 8%. It is therefore below the expectation for Switzerland and corresponds to growth in the canton in the high scenario, and below it in the medium and low scenarios.

The figures from 2015 correspond to the real population figures, from 2020 they are forecasts. The high scenario is based on the observable developments from 2013 to 2017, the medium scenario assumes a slightly reduced immigration of foreigners and the low scenario is also calculated without increasing life expectancy according to the FSO. The figures 2020 to 2050 for Switzerland and the canton correspond to the permanent resident population according to the reference scenario AR-00-2015 of the Federal Statistical Office . In the report there is a further differentiation according to age groups, gender, homeland and the six districts.
