In 2007 the IIHF evaluated the chances of and the demand for a world championship for U18 juniors in which they organized U18 invitation tournaments. As the council decided to hold a U18 World Cup in 2008 after positive experience , these tournaments were considered qualifying tournaments for the U18 World Junior Championship in 2008.
