This article contains the results of all elections relevant to the composition of the Swiss Council of States during the 47th legislative period (October 2003 – October 2007) . This includes the ordinary elections held together with the National Council elections on October 19, 2003, the substitute elections for members of the Council who resigned or died during the term of office as well as the ordinary elections held on their own dates in the cantons of Graubünden, Zug and Appenzell Innerrhoden, their winners (also) between 2003 and 2007 sat on the Council.
Electoral system

, the Swiss Federal Constitution stipulates in Article 150 that the election and term of office of members of the Council falls within the competence of the cantons.
However, there is a certain degree of standardization. In all cantons, the Council of States is elected directly by the people: in the canton of Appenzell Innerrhoden at the regional municipality , in all other cantons at the ballot box. The Ständerate of Canton Jura be in the proportional method ( proportional representation selected), in all other Canton which was considered in the 47th legislative Majorzverfahren ( majority vote ). A system with two ballots usually applies: In the first ballot, a candidate must achieve the (differently calculated) absolute majority in order to be elected . In the second ballot, a relative majority is sufficient : then whoever received the most votes is elected.
In all cantons except Appenzell Innerrhoden, Graubünden and Zug, the elections to the Council of States for the 47th legislative period took place together with the elections to the National Council on October 19, 2003. The last Council of States elections before October 19, 2003 are also listed for these cantons. This is because the winners of those elections sat in the Council of States precisely because of this election victory during the 47th legislative period.

Substitute election Merz, 1st ballot (February 8, 2004)
Because Councilor of States Hans-Rudolf Merz was elected to the Federal Council on December 10, 2003 , a replacement election took place on December 19, 2003. No candidate achieved an absolute majority of 9,371, so a second ballot had to be held.

Substitute election Merz, 2nd ballot (February 29, 2004)
Because no candidate achieved the absolute majority in the first ballot, a second ballot took place on February 29, 2004. The relative majority applied: the person who received the most votes was elected.

Ordinary election 2003 (April 25, 2003)
At the Landsgemeinde of April 25, 2003, the previous Council of States Carlo Schmid-Sutter was re-elected.
Ordinary election 2007 (April 29, 2007)
Ivo Bischofberger was elected to the Landsgemeinde on April 29, 2007 . He was supported by the CVP , the group for Innerrhoden , the farmers' association and all associations from Oberegg .
Ivo Bischofberger defeated Paul Wyser, who had joined the SVP shortly after the election and was supported by the trade association and the trade and industry association alongside the SVP. Government councilor Stefan Sutter , also a CVP member and supported by the workers' association, left earlier .
Because the Landsgemeinde will vote more openly, no exact proportions of votes can be given.

Ordinary election (September 22, 2002)
In the Canton of Graubünden, the elections to the Council of States traditionally did not take place together with the National Council elections, as in most other cantons, but rather a year beforehand. That is why the two Graubünden Councilors of States were elected in 2002. This was changed for the 2007 elections. Because the elections on September 22, 2002 determine the Graubünden Council of States delegation for the entire 2003/2007 legislative period, their results are listed.

Because in the first ballot only the previous Council of States Jean Studer achieved an absolute majority of 28,854 votes, a second ballot had to be scheduled.

Because only Jean Studer achieved the absolute majority in the first ballot, a second ballot took place on November 9, 2003. The relative majority applied, which means that the candidate who received the most votes was elected.
Substitute election for Studer, 1st ballot (October 30, 2005)
After Studer was elected to the Neuchâtel State Council in April 2005 , a replacement election became necessary. Because no candidate achieved the absolute majority of 22,587 votes, a second ballot had to be scheduled.
Substitute Election Studer, 2nd ballot (November 20, 2005)
Because no one had achieved an absolute majority in the first ballot, a second ballot took place on November 20, 2005. The relative majority applied, which means that the candidate who received the most votes was elected.

In the canton of Zug, the elections to the Council of States did not take place at the same time as the elections to the National Council until 2007, as in most of the other cantons, but a year earlier.
