47th legislative period of the Swiss Federal Assembly
The 47th legislative period of the Swiss Federal Assembly lasted from December 1, 2003 to December 3, 2007. The two chambers of parliament, the National Council and the Council of States , met in 16 regular sessions. In order to deal with the business list, the parliamentary councils were also called to two extraordinary sessions. The 14th ordinary session was held due to the renovation work on the Federal Palace in Flims .
Sessions
As a rule, the Federal Assembly has four three-week sessions per calendar year. In the event of a high workload or due to extraordinary events, the councils can be convened for additional sessions (special sessions or extraordinary sessions). This was the case in the 47th legislative period in May 2004 and May 2006.

Events
A selection of important resolutions during this legislative period:
2003
- In the Federal Council election on December 10 , the United Federal Assembly re-elected the members of the Swiss government. With Ruth Metzler , an incumbent member of the government was not re-elected for the first time in 131 years. She was replaced by Christoph Blocher . With the election of a second SVP representative, the previous magic formula was broken. The state government now consisted of two representatives each from SVP , SP , FDP and one member of the CVP .
- The Federal Assembly passed a law on stem cell research . According to the law, surplus embryos from artificial insemination can be used in medical research. The creation of embryos for scientific purposes and all types of cloning are prohibited.
- The Federal Assembly decided on a relief program for the federal budget in the amount of almost 3 billion francs.
- The National Council rejected the new health insurance law.
- The United Federal Assembly elected Joseph Deiss , CVP, as Federal President for 2004.
2004
- The Federal Assembly passed a general tax amnesty against the resistance of the Federal Council . This is intended to bring back financial assets that have been transferred to offshore centers .
- The Federal Assembly ratified the two international UN conventions on combating the financing of terrorism and the financing of terrorist bombings.
- The Federal Assembly passed the Partnership Act . The law gave homosexual couples the opportunity to have their relationship legally recognized. Registered partnerships were put on an equal footing with married people in most areas of law.
- The Federal Assembly rejected an armaments program for the first time since 1848. The decisive factor was the controversy about the planned purchase of two transport aircraft, which SVP and SP rejected for various reasons.
- The Federal Assembly approved the second bilateral agreements with the European Union , Switzerland's accession to the Schengen Agreement and the expansion of the free movement of persons to the 10 new EU states.
- The National Council rejected an amendment to the Narcotics Act , which would have included a decriminalization of cannabis use.
- The United Federal Assembly elected Samuel Schmid , SVP, as Federal President for 2005.
2005
- The Federal Assembly completed the complete revision of the administration of federal justice. The Federal Insurance Court was merged with the Federal Supreme Court and it was decided to establish the Federal Criminal Court and the Federal Administrative Court (see also: Federal Supreme Court Act ).
- The Federal Assembly approved measures to combat illegal work .
- The Federal Assembly passed a new law on foreigners that raised the barriers to immigration from non-EU and EFTA countries and included measures to combat abuse, improve legal status and integration.
- The Federal Assembly passed a new Asylum Act , which tightened the regulations, shortened and simplified the procedural and complaint deadlines, as well as restricting social assistance for rejected asylum seekers.
- The Federal Assembly decided to transfer CHF 7 billion from the sale of the surplus National Bank gold to the AHV compensation fund without earmarking if the popular initiative “National bank profits for the AHV” is rejected .
- The Federal Assembly decided on a relief program for the federal budget in the amount of almost 4.9 billion francs.
- The United Federal Assembly elected Moritz Leuenberger , SP, as Federal President for 2006.
2006
- In the Federal Council election on June 14, the United Federal Assembly elected Doris Leuthard , CVP, as Federal Councilor. She succeeded her party colleague Joseph Deiss , who had announced his resignation on July 31, 2006.
- The Federal Assembly decided on the total revision of the federal law on radio and television , which brought new rules on licensing and a new distribution of fees.
- The Federal Assembly approved a solidarity contribution ( cohesion billion ) in favor of the new EU states.
- The Federal Assembly decided on the fifth IV revision.
- The Federal Assembly passed the implementing legislation to reorganize financial equalization and the division of tasks between the Confederation and the cantons (NFA).
- The United Federal Assembly elected Micheline Calmy-Rey , SP, as Federal President for 2007.
2007
- The Federal Assembly decided on the CO 2 levy on fuels .
- The Federal Assembly passed the new electricity supply law , which included a gradual opening of the electricity market.
- The Federal Assembly passed the Corporate Tax Reform Act II , which brought tax relief for risk capital and for small and medium-sized companies .

Mutations during the legislature
- In 2004, National Councilor Martin Bäumle founded the Green Liberal Party (GLP) and was subsequently expelled from the Green parliamentary group. From then on he was non-attached.
- In 2006 National Councilor Ulrich Siegrist left the SVP parliamentary group and henceforth traded as a non-parliamentary group.
