The 1998/99 Biathlon World Cup was a series of competitions in biathlon that consisted of 23 individual and 6 relay races for men and women and was held at nine venues. In addition to the eight World Cup events in Hochfilzen , Osrblie , Oberhof , Ruhpolding , Antholz , Lake Placid , Valcartier and Oslo ( Holmenkollen ), the biathlon world championships held in Kontiolahti , Finland, were also included in the World Cup ranking. During the season, athletes from 31 national associations took part in World Cup events, all of them for men and 24 for women. Sven Fischer won the overall world cup for men ahead of Ole Einar Bjørndalen and Frank Luck , and for women Magdalena Forsberg won ahead of Alena Subrylawa and Uschi Disl . The nations ranking was won by Germany ahead of Norway for the men , while Germany was ahead of Russia for the women .
