The list of mayors of Barmen, Elberfeld and Wuppertal is headed by the mayors of the former independent city of Elberfeld and the city that is united with Barmen to Wuppertal .

The story of the mayors of Elberfeld and Wuppertal begins with the granting of city rights to the Freedom Elberfeld on August 10, 1610, which from then on was allowed to call itself the city of Elberfeld. The mayor was elected on May 1st each year. The old mayor gave this date the bailiff of the Office Elberfeld a sealed envelope with his four proposals, one of which was to succeed. It was entirely permissible for a mayor to propose himself and thus hold this office a second time in a row. The voters gathered in the Reformed parish church and elected six electors . The city was divided into three electoral districts, with two electors from each district. The electors received the list with their names and gave the bailiff their slip of paper with their candidate. A simple majority was enough to win the election; in the event of a tie, the bailiff decided the winner of the election. Rejection of the election was not permitted.
Until the introduction of the city court on November 22, 1708, the outgoing mayor was elected to the city council if he wanted to . When the city of Elberfeld was granted its own city court, the mayor moved into this office without being elected at the end of his term of office. The first city judge was from January 9, 1709 Johann Kaspar von Karnap . He took over the office until Johannes Wülfing took over after his resignation as mayor in May 1709 . The city judge was both a member of the council and a deputy mayor.
The end of the municipal constitution of 1610 began with Napoleon's rule over the Duchy of Berg on March 21, 1806. He transferred the rule to his brother-in-law Joachim Murat , who on December 31, 1807 repealed the old structures and introduced an administration based on the French model was led by a city manager . The city court was dissolved and a central court was set up in Düsseldorf , and Barmen was granted city rights in 1808. Murat left the city in 1808 and transferred the reign back to Napoleon, who called himself Grand Duke von Berg. He ruled the country until March 3, 1809 and then, for political reasons, proforma transferred the title to his five-year-old nephew Prince Napoleon Ludwig and ruled the country in his name from Paris until November 25, 1813. Then the transition to Prussia took place. The Prussian nature helped to rebuild the city administration, which began on January 13, 1814 with the awarding of the title of Lord Mayor to Johann Rütger Brüning . The new constitution did not provide for annual re-election, so Brüning remained in this office until he died in 1837. In 1929 Elberfeld and Barmen were united to form the city of Wuppertal. The last Lord Mayor of Barmen, Paul Hartmann , became the new Lord Mayor of the city of Wuppertal.
