The directory of the member countries of the Universal Postal Union ( List des Pays-membres de l'UPU ) was published every six months as a brochure in which all member countries of the Universal Postal Union are listed including their contribution class. In addition, the current status of the ratifications of the Universal Postal Union treaties was indicated. This list is made available today on the Internet at the Universal Postal Union website.

Since October 4, 2011, a total of 192 countries have belonged to the Universal Postal Union:

Classification

Contribution class

The member countries pay their contributions according to a contribution class. This starts with one unit and increases to the highest contribution unit of 50 for rich industrial countries . For developing countries there is a special level of 0.5 units.

Since October 4th 2011 there is:

  • 41 countries (21.35%) that have the status of a developing country and thus pay 0.5 contribution fees
  • The largest group with 88 countries (45.31%) are the countries that pay a unit, such as the Principality of Liechtenstein .
  • This is followed by 20 countries (10.42%) that pay three units.
  • The British overseas territories pay four units.
  • Five units are paid for by 16 countries (8.33%; including Austria ).
  • This is followed by a jump to 10 units that pay eight countries.
  • The next group with six members (including Switzerland ) pays 15 units.
  • four countries pay 20 units
  • three countries pay 25 units
  • Canada pays 40 units
  • The five countries Germany , France , Japan , the United Kingdom and the United States pay in with 50 units and thus the highest possible contribution class . Although these five make up just 2.60% of the members, they make up 28.95% of all contributions.

At the 24th Universal Postal Congress, which met in Geneva in 2008 , it was decided that the annual spending limit in 2009 and 2010 would remain limited to 37 million Swiss francs (as it has been since 2006). For 2011 and 2012, these were increased by 000000000235000.0000000000235,000 Swiss francs each and are primarily intended to offset the inflation rate.

The Universal Postal Union has divided the member countries into five regional groups since the 13th Universal Postal Congress in Brussels in 1952 . These are:

  • "Africa", the continental group with the most member countries - 54 countries (28.13%)
  • "South Asia and Oceania" with 49 countries (25.52%)
  • "America" ​​with 36 countries (18.75%)
  • "Western Europe" with 28 countries (14.58%)
  • "Eastern Europe and North Asia" with 25 countries (13.02%)

Areas represented by other countries

With the exception of the islands of Aruba , Curaçao and Sint Maarten , which are assessed together, as well as the British overseas territories , the other islands are represented by their respective mother countries (Denmark, France, New Zealand, Netherlands, United Kingdom).

Non-Club Areas

Non-union areas are the areas or parts of territory of countries of the Universal Postal Union that do not belong to the area of ​​the Universal Postal Union. For the subsidiary agreements to the Universal Postal Treaty, non-union areas are the areas of the countries that have not acceded to the subsidiary agreements. It is left to the association administrations that maintain postal connections with non-association areas to agree the more detailed conditions for this with the non-association administrations involved. Special position of the United Nations

An expert opinion by the Executive and Liaison Committee of the Universal Postal Union in 1948 granted the United Nations the right to set up its own postal administration and, without being a member of the Universal Postal Union, to have it represented by a member of the Association. In 1950, the General Assembly of the United Nations authorized Secretary-General Trygve Lie to establish the postal administration of the United Nations and to conclude a postal agreement between the UN and the US government responsible for the headquarters of the United Nations in New York City. This agreement entered into force in 1951. The US Postal Administration also directs the United Nations Postal Administration.
