Ascent

Fortuna Düsseldorf returned two years after relegation to the Bundesliga. FC 08 Homburg managed to return directly to the House of Lords.

descent

The league committee of the DFB withdrew the license from Offenbacher Kickers on July 6, 1989. As in the previous year, SpVgg Bayreuth remained seventeenth in the league. In addition to Offenbach, the newcomers Aschaffenburg and Mainz as well as Solingen had to relegate to the upper league.
