Carter County is a county in the state of Kentucky in the United States . The county seat is Grayson , named after Colonel William Grayson who supported George Washington . The county is part of the dry counties , which means that the sale of alcohol is restricted or prohibited.

The county is located in northeast Kentucky, about 30 km to the north from Ohio , to the southeast about 20 km from West Virginia , and covers an area of 1,067 square kilometers, of which four square kilometers are water. It is bordered clockwise by the following counties: Greenup County , Boyd County , Lawrence County , Elliott County , Rowan County, and Lewis County .

Carter County was formed on February 9, 1838 from parts of Greenup County and Lawrence County. It was named after William Grayson Carter , a US Senator .

Carter County's population was 26,889 as of the 2000 census . 625 of these people lived in collective accommodation, the other residents lived in 10,342 households and 7,746 families. The population density was 25 inhabitants per square kilometer. The racial the population was composed of 99.02 percent white, 0.13 percent African American, 0.25 percent Native American, 0.11 percent Asian and 0.08 percent from other ethnic groups; 0.41 percent were descended from two or more races. Hispanic or Latino of any race was 0.59 percent of the population.
Of the 10,342 households, 33.5 percent had children and young people under the age of 18 living with them. 60.5 percent were married couples living together, 10.7 percent were single mothers, 25.1 percent were non-families, 22.3 percent were single households, and 9.8 percent had people aged 65 years or over. The average household size was 2.54 and the average family size was 2.95.
For the entire county, the population was composed of 24.5 percent of residents under 18 years of age, 10.8 percent between 18 and 24 years of age, 28.4 percent between 25 and 44 years of age, 23.8 percent between 45 and 64 years of age 12.5 percent were 65 years of age or over. The median age was 36 years. For every 100 females there were 95.9 males. For every 100 women aged 18 or over there were statistically 93.3 men.
The median income for a household in the county is $ 26,427 , and the median income for a family is $ 31,278. Males had a median income of $ 28,690 versus $ 20,554 for females. The per capita income was $ 13,442. 19.2 percent of families and 22.3 percent of the population were below the poverty line. Of these, 28.9 percent were children or adolescents under the age of 18 and 21.3 percent were people over 65 years of age.
