Clay County is a county in the state of Kentucky in the United States . The administrative seat ( county seat ) is Manchester , which was named after the city of the same name Manchester in England. The county is part of the dry counties , which means that the sale of alcohol is restricted or prohibited.

The county is located in east central Kentucky, about 25 miles from Tennessee to the south, about 30 km to the southeast from Virginia, and covers an area of 1,220 square kilometers with no significant body of water. It is bordered in a clockwise direction by the following counties: Owsley County , Perry County , Leslie County , Bell County , Knox County , Laurel County, and Jackson County .

Clay County was formed on December 2, 1806 from parts of Floyd County, Knox County, and Madison County. It was named after Green Clay , a general and member of the Virginia and Kentucky Legislative Assemblies .

According to the 2000 census , Clay County had a population of 24,556. Of these, 2,179 people lived in collective accommodation, the other residents lived in 8,556 households and 6,442 families. The population density was 20 people per square kilometer. The racial the population was composed of 93.9 percent white, 4.8 percent African American, 0.2 percent Native American, 0.1 percent Asian and 0.2 percent from other ethnic groups; 0.7 percent were descended from two or more races. 1.4 percent of the population were Hispanic or Latino of any race.
Of the 8,556 households, 36.9 percent had children and young people under the age of 18 living with them. 58.6 percent were married couples living together, 12.4 percent were single mothers, 24.7 percent were non-families, 22.5 percent were single households and 9.0 percent had people aged 65 years or over. The average household size was 2.62 and the average family size was 3.06.
For the entire county, the population was composed of 25.4 percent of residents under 18 years of age, 9.2 percent between 18 and 24 years of age, 32.6 percent between 25 and 44 years of age, 22.5 percent between 45 and 64 years of age 10.3 percent were 65 years of age or over. The median age was 35 years. For every 100 females there were 111.7 males. For every 100 women aged 18 or over there were statistically 112.6 men.
The median income for a household in the county is $ 16,271 , and the median income for a family is $ 18,925. Males had a median income of $ 24,164 versus $ 17,816 for females. The per capita income was $ 9,716. 35.4 percent of families and 39.7 percent of the population were below the poverty line. Of these, 47.6 percent were children or adolescents under 18 years of age and 31.3 percent were people over 65 years of age.
