Horb am Neckar is a city in the southwest of Baden-Württemberg and is located about 50 kilometers from Stuttgart.
Horb is the largest municipality in the Freudenstadt district , has been a major district town since 1981 and is part of the " Cooperation Zone Metropolitan Region Stuttgart ". The city forms a middle center in the Northern Black Forest region .
Thanks to a good infrastructure and a large amount of space, numerous large companies have settled in Horb, which, in addition to the Baden-Württemberg Cooperative State University, ensure national awareness. Due to its location directly on the A81 Stuttgart – Singen and as the terminus of the currently emerging metropolitan express route Stuttgart – Horb (S-Bahn cycle), the city is also home to many commuters who are looking for affordable housing and building land near Stuttgart, Böblingen or Sindelfingen .

Geographical location
Horb is located in the Obere Gäue natural area at the confluence of the Grabenbach in the Neckar , which has dug a valley more than a hundred meters deep into the Gäu high plateau. The well-preserved old town, including the castle garden and the old market square, at an altitude of 422 m above sea level. NHN the town hall is located on a plateau spur above the Neckar. The suburbs extend into the valleys of the two rivers and over the surrounding plateaus. The Neckar leaves the district in the east at its lowest point at about 375 m above sea level. NHN , while the highest point Horbs is 706 m above sea level. NHN is located in the west not far from the Black Forest . The city of Horb is a member of the Black Forest Central / North Nature Park and is located on its eastern edge.

history
Until the 19th century
Horb was first mentioned in a document around 1090 under the name horv or horva , which means swamp in Old High German . Since the Old High German language had almost disappeared at that time, it is assumed that Horb is even older. In any case, the swamp along the Neckar forced the builders of the city to build it on the foothills of the so-called Schütteberg. Another characteristic of today's cityscape is that the entire old town is located on a hill and can therefore be easily seen from all directions. The chopping well , which can still be used today, supplied the residents of the western Neckarstrasse with drinking water until almost the end of the 19th century. A corridor leads deep into the Schüttenberg foothills through the lower old town to the Hackbrunnenquelle. The "Hagbrunnen" was first mentioned in 1472.
Horb was first mentioned as a city in 1228 . In 1244 there was talk of a mayor and in 1277 for the first time a market . Until 1305 the place belonged to the Count Palatine of Tübingen , then the Count of Hohenberg ; In 1381 Horb came to Austria ( Front Austria ) and became the seat of the Hohenberg High Bailiwick Office. In 1806 Horb came to the Kingdom of Württemberg , one year later it became the seat of the Oberamt Horb , which was changed several times in its boundaries in the following years and was assigned to the Black Forest District from 1818 to 1924 . In 1866 the construction of the Upper Neckar Railway reached Horb, connecting it to the Württemberg railway network .
The present-day Horber districts of Betra, Dettensee, Dettingen, Dettlingen and Dießen belonged to the Principality of Hohenzollern-Sigmaringen from 1803 and were assigned to the Oberamt Hechingen , from 1838 to the Oberamt Haigerloch and in 1854 again to the Oberamt Hechingen, from which the Hechingen district emerged in 1925 .
20th century
In 1934 the Oberamt Horb was renamed the District of Horb and in 1938 it was transferred to the District of Horb .
When the district reform came into effect on January 1, 1973 , the districts of Horb and Hechingen were dissolved. The majority of the district of Horb, including the city of Horb, was incorporated into the district of Freudenstadt , which thus became part of the newly founded Northern Black Forest region , which was assigned to the then newly circumscribed administrative district of Karlsruhe . The former Württemberg city of Horb has since been administered from the former Baden capital of Karlsruhe.
From 1971 to 1975 a total of 18 surrounding communities, including the places Betra, Dettensee, Dettingen, Dettlingen and Dießen, which were formerly part of the Hechingen district, were incorporated into Horb and thus assigned to the Horb district or its legal successor, the Freudenstadt district.
In the course of 1979, the city of Horb had more than 20,000 inhabitants for the first time, whereupon it applied to be elevated to a major district town . The state government of Baden-Württemberg complied with this with effect from January 1, 1981.

Christianity
Horb am Neckar initially belonged to the Diocese of Constance and was assigned to the Archdiaconate Vor dem Walde, Landkapitel Dornstetten. Due to the fact that it belongs to Upper Austria , the city remained predominantly Catholic. Only a few Protestants were tolerated after the Reformation . After the transition to the Kingdom of Württemberg , Horb was assigned to the Diocese of Rottenburg (today Rottenburg-Stuttgart) founded in 1821/27 and the seat of a deanery, which in 1976 was merged with the Freudenstadt deanery to form the new Freudenstadt deanery . The seat of the new deanery remained in Horb. Almost all of the Catholic parishes in the Freudenstadt district belong to it (the majority of the parishes in the old Freudenstadt district are historically evangelical). Today there are two pastoral care units in the area of the city of Horb am Neckar: The pastoral care unit Steinachtal includes the parishes Altheim, Grünmettstetten, Bittelbronn and Untertalheim and Obertalheim, the pastoral care unit Horb includes the parishes Horb with Ihlingen and Isenburg, Bildechingen, Mühlen, Rexingen and Nordstetten, Ahldorf (until 1389 the headquarters of the Kröwel von Frundeck family of servants), Mühringen and Wiesenstetten, which was part of the political community of Empfingen. The parishes of the Horber districts Betra, Dettensee, Dettingen, Dettlingen and Dießen have belonged to the Archdiocese of Freiburg since 1827 , to the current Deanery of Zollern , due to their earlier membership of the Principality of Hohenzollern-Sigmaringen .
Protestants also moved to Horb in the 19th century. In 1866 they were able to found their first congregation and later also build their own church with the Johanneskirche. The parish of Horb, which belongs to the parish Sulz am Neckar within the Evangelical Church in Württemberg , includes all parishioners of the core town of Horb and the districts of Altheim, Isenburg, Grünmettstetten, Nordstetten and Bildechingen as well as the neighboring community of Eutingen im Gäu. In the Horber urban area there is also the parish of Dettingen, which also includes the parishioners from Betra, Diessen, Ihlingen and Rexingen as well as the neighboring towns of Fischingen and Glatt, and the parish of Mühlen, which also includes the Protestants from Ahldorf, Dettensee and Mühringen. The Protestants from Talheim (formerly Ober- and Untertalheim) belong as a parish to the overall parish of Haiterbach-Talheim in the parish of Nagold and the parishioners from Bittelbronn and Dettlingen to the parish of Schopfloch in the parish of Freudenstadt .

Jewish communities
The former core city of Horb and several of today's districts housed Jewish communities that perished during the Nazi era through forced mass emigration and deportation. Jewish communities were found in Rexingen , Nordstetten and neighboring Baisingen , among others . Until 1911, Horb belonged to the Mühringen district rabbinate .

The coat of arms of the city of Horb am Neckar shows a shield divided by silver and red.
The city of Horb was founded around the middle of the 13th century by the Count Palatine of Tübingen ; the already existing place Horb was included in the city. The oldest preserved seal of the city from 1261 shows the coat of arms of the Count Palatine with the flag; A city seal from 1301 also shows the Tübingen coat of arms.
In 1305 Horb came to the Counts of Hohenberg by marriage . Since that time the city has carried the Hohenberger coat of arms; the oldest seal of the city with this coat of arms dates from 1308.

The city of Horb am Neckar has twinned cities with Salins-les-Bains (France) and Haslemere / Surrey (England) since 1991, and Sant Just Desvern (Spain) since 2002.
Economy and Infrastructure
Horb is very well connected via the motorway, national highways and four railway lines with several train stations (including long-distance traffic) in the city area.
The city offers thousands of jobs through several industrial areas and small and large industrial companies. The most important industrial areas are Weststadt, Heiligenfeld, Hohenberg and Hohenmührigen. As one of the few large cities in the greater Stuttgart area, Horb has a wide range of buildable land with good infrastructure at the same time. This means that several companies in Horb are expanding or have relocated their headquarters to Neckarstadt.
Two new industrial areas on the A81 and the expansion of the Heiligenfeld industrial area are being planned and are intended to further increase economic output (see the designation of industrial areas ).
The once heavily indebted city is now one of the least indebted places in the Freudenstadt district . Thanks to the flourishing economy and budget planning, this has recently also been achieved on its own. The remaining debts are largely attributable to the massive investments made by the company's own operations in the infrastructure, such as the expansion of fiber optics for fast Internet connections in all suburbs. In the coming years, this residual debt will be massively depressed in order to come closer to the goal of becoming one of the few debt-free cities in the region.

Horb is an important railway junction with local and long-distance traffic, where the three railway lines Gäubahn (Stuttgart-Zurich), Obere Neckarbahn (Tübingen-Horb) and Nagoldtalbahn (Pforzheim-Horb) converge.

- Intercity stop on the Stuttgart-Zurich route . The trains run every hour and are approved for local transport tickets. This makes Stuttgart and Böblingen easy to reach for commuters.
- Metropolexpress Stuttgart-Horb : Horb is the terminus of the Metropolexpress line Stuttgart-Horb. The trains run to Stuttgart and Böblingen at regular intervals, including night transport , which is an enormous added value for the city. This train continues every two hours to Rottweil . (Currently implemented in prepress, further clock increase as part of Stuttgart 21 ).

As part of Stuttgart 21 , two metropolitan express trains and one intercity train per hour and direction are the declared destination between Horb and the state capital, whereby the trains will run via Stuttgart Airport without changing trains. This results in an extremely attractive connection to the entire metropolitan region.
A total of three other districts have their own train stop: Bittelbronn , Heiligenfeld (both Stuttgart-Freudenstadt) and Mühlen (Horb-Tübingen). These are approached by all available lines.
Street
Horb is directly connected to the federal highway 81 Stuttgart – Singen. The federal highways 28 , 32 and 463 also run through the city. The currently most important Horber traffic project is the high bridge over the Neckar valley, which is intended to drastically reduce the load on the city center by taking up traffic on the Strasbourg - Freudenstadt - Tübingen - Reutlingen axis . The project is included in the Federal Transport Infrastructure Plan 2003 as an urgent need and noted in the state's current investment framework plan with priority 3 (on a scale from 1 to 5 of the most urgent projects).
There are numerous facilities and cycle paths for cyclists . The Kulturbahn trains on the Nagold Valley Railway and Upper Neckar Railway are designed to comfortably take bicycles with you, which is particularly popular in the direction of Tübingen.

Designation of commercial space
The city plans to increase the number of available commercial spaces by around 70 hectares in the near future. This includes the following measures:
- The construction of a large intermunicipal industrial area in Empfingen (directly on the A81) is planned.
- Another large commercial area is to be built in the suburb of Ahldorf directly on the A81 motorway.
- Additional large areas are currently being developed in the industrial area of Heiligenfeld, which is "in the middle of the green".
- With the construction of the Horber high bridge, it is no longer necessary to drive through the village to switch from the industrial areas Heiligenfeld and Hohenberg to the A81, which increases the attractiveness of the areas there.

Horb am Neckar is the seat of the Baden-Württemberg Cooperative State University Stuttgart Campus Horb. The courses in information technology, mechanical engineering, mechatronics, applied computer science, electrical engineering and industrial engineering are offered. The university consists of a modern, spacious building complex in the Neckar Valley, as well as the "Campus II Horb-Hohenberg", which is located on a hill in the city district of the same name. Extensive laboratory equipment such as injection molding machines, laser technology and a vehicle engine test stand with its own building are among the characteristics of the university.
After the planned relocation of the Horb-Stadt fire department to Hohenberg, plans are being made to expand the university complex on the areas that will become available. Long-term potential ideas also include building student dormitories, a café and other facilities.
Directly on the Neckar is a grammar school (Martin-Gerbert-Gymnasium) which emerged from the Latin school founded in 1282 . The Martin-Gerbert-Gymnasium Horb enjoys a good reputation beyond the city limits and has been recognized as a “MINT” -friendly school, a label for special promotion of mathematics, computer science, natural sciences and technology.
There is also a secondary school and a secondary school with a Werkrealschule. In the suburbs there is a primary and secondary school with a Werkrealschule in Altheim, Dettingen and Talheim, the Gutermann primary school in Horb, the Berthold-Auerbach primary school in Nordstetten and their own primary school each in the districts of Bildechingen , Bittelbronn, Mühlen, Rexingen and (conditionally ) Grünmettstetten.
The Freudenstadt district is responsible for the Horb commercial and home economics school , the Roßbergschule special needs school and the Pestalozzi school for the mentally handicapped. The Horb private evening secondary school rounds off the city's range of schools.
Culture
Tourism is one of the other pillars of the city and is supported accordingly by numerous projects. The future cultural center of the monastery project describes itself as a socio-cultural provincial association and has set itself the goal of maintaining and strengthening the cultural diversity of the Horb region. This is done through a variety of cultural activities such as concerts , cabaret or theater events.

Due to the proximity to the Neckar, several hydropower plants were built, which contribute to the power supply of several hundred households.
In 2010, Horb decided to become a climate neutral city by 2050. To this end, CO 2 emissions are to be reduced by at least 40% by 2020. Since then, the “Ecumenical Energy Cooperative” has put numerous photovoltaic systems into operation. In addition, hydropower and biomass are used, local heating networks have been expanded and energy-efficient renovations have been carried out. The takeover of the Haugenstein cogeneration plant is currently being considered in order to be able to offer local heating there at first hand. In July 2015, the Renewable Energy Agency named the city of Horb Energy Municipality of the Month. In its original version, the project envisaged the construction of wind turbines in the urban area, which should contribute a substantial part of the renewable energies. However, the wind farm was stopped by the Karlsruhe Regional Council in order not to endanger the red Milan .

In the summer of 2011, the Neckar Blooming Green Project took place in Horb , which is also known as the small state horticultural show . Since May 2011, a new railway museum of the Stuttgart Rail Company (SVG), the SVG Eisenbahn-Erlebniswelt Horb am Neckar (EEW) , has been located on a 77,000 m² section of the former marshalling and freight yard near Horb-Isenburg .
Buildings
The most important buildings in the city are the council house and guard house on the market square with the market fountain, the Geßler house, the collegiate church of the Holy Cross (the symbol of the city), the former Dominican convent, the rogue tower with castle garden, the Lucifer tower , the Stubensche Schlösschen, the Hirschgasse with stone house, the Liebfrauenkapelle, the Untere Markt with numerous half-timbered houses and the square fountain, the valley house, the ring wall path with the ring wall towers and the Schütteturm, a former 26 meter high watchtower above the old town, which can be climbed as a viewing tower on request .
In 2006 a memorial for Sebastian Lotzer , who was born in Horb, was erected in Wintergasse at the entrance to the monastery .
Regular events
- Berthold Auerbach Literature Prize: Since 1982, the 100th year of Berthold Auerbach's death, the city of Horb has awarded the Berthold Auerbach Literature Prize .
- Maximilian Ritterspiele: The biggest annual event in Horb is the Maximilian Ritterspiele at the beginning of summer. At the games (almost 60,000 visitors were counted in 2005), the city is renovated in a medieval style and a market corresponding to that time is offered, where numerous showmen and jugglers appear. The jousting games were held for the first time in June 1997. Among other things, they go back to an idea of the then mayor Michael Theurer and are reminiscent of the deposition of Eberhard II by the Roman-German King Maximilian I in 1498.
- The Musiktage Horb is an annual series of classical concerts organized by the city's music school.
- Mini-Rock-Festival : The voluntarily organized mini-rock-festival has taken place every year since 2005. This festival was held for the last time in 2018.
- Horber Rail Days : The symposium founded by Kurt Bielecki, the largest German-speaking conference on the subject of “rail”, has been held every November since 1983.
- Horber Fasnet: On January 6th, the masks are removed from the masks by the court marshal and jester's council, dusted off and given to the groups. In the period up to the main carnival, the Horb fools' guild organizes the opening ball. On the Schmotzigen Thursday the street fair begins with the handover of the keys on the historic market square. "Fun uf d'r Gass" is the motto. From now on the fools have sovereignty in the Neckarstadt and the people greet each other with the Horber fool's cry Horrido. On Carnival Saturday there is a children's ball in the Hohenberghalle in Horb. The highlight of the street carnival is the procession through the alleys of Horb, which is designed by groups of feet from the area and framed by a huge number of partying spectators.
