The three- cushion world cup 1991/4 was the 4th world cup tournament in the sixth year of the three-cushion world cup. It took place from December 12 to 15, 1991 in this discipline of carom billiards in Seoul . It was the first three-cushion World Cup tournament in South Korea.
The first World Cup tournament in South Korea ended with many surprises. After the qualifying round, in which twelve players were able to qualify for the main tournament, there was only one unexpected result in the 1/16 final. The Japanese Jun'ichi Komori , who has been with the World Cup since the beginning, lost after a poor performance against the Korean Kim Yun-soo. The first sensation was the defeat in the round of 16 of the World Cup leader Torbjörn Blomdahl with a poor performance against the Japanese Yoshihiko Mano. The average performances in this tournament were rather poor for all players. Mano and Raymond Ceulemans fought until the final . The tournament was only decided in the fifth and decisive set. After a hard fight, Ceulemans finally won thanks to his great routine with 15:14 in 21 recordings. It will probably be the only result in World Cup history in which the winner of a final could win with less than one average. Nevertheless, Ceulemans would be enough to make it into the final at the last World Cup tournament of the year in Tokyo to defend the world championship.

The World Cup tournament was played as an open tournament again. From a pre-qualification with 48 participants, 12 participants qualified for the 1/16 final and got 6 points for the world rankings. The main tournament was played with 28 participants. The first four of the world rankings were set for the second round. The whole tournament was played in the KO system with three sets of 15 points each.

The three-cushion World Cup was organized by the founding association, the " Billiards Worldcup Association " (BWA) until 1998 . Disputes between the BWA and the world association Union Mondiale de Billard (UMB) led to parallel tournaments between 1994 and 1997. The UMB / BWA organized the tournament together until the beginning of 1999. Since the dissolution of the BWA in 1999, the UMB has been the sole organizer. From 1988-1991 the UMB did not host any world championships. During this time, the annual overall winner of the World Cup was crowned world champion.
