Highland County is a county in the state of Virginia in the United States . At the 2000 census , the county had 2,536 people and a population density of 2 people per square kilometer. This makes it the smallest county in Virginia in terms of population. The county seat is Monterey . The county is part of the dry counties , which means that the sale of alcohol is restricted or prohibited.

Highland County is located in northwest Virginia, bordering West Virginia to the north and west, and covers an area of ​​1,077 square kilometers with no significant body of water. Highland County is divided into three counties: Blue Grass, Monterey, and Stonewall. It is bordered to the south by Augusta Counties and Bath Counties .

history

Highland County was formed from parts of Bath County in 1847. The battle at McDowell took place here on May 8, 1862 during the American Civil War as part of Major General Thomas Jonathan Stonewall Jackson's 1862 Shenandoah campaign .

According to the 2000 census , Highland County's population was 2,536 people in 1,131 households and 764 families. The population density was 2 people per square kilometer. The racial the population was composed of 99.3 percent white, 0.1 percent African American, 0.1 percent Native American, 0.1 percent Asian and 0.1 percent from other ethnic groups; 0.4 percent were from two or more races. Hispanic or Latino of any race was 0.5 percent of the population.
