The county seat is Lebanon . The county is part of the dry counties , which means that the sale of alcohol is restricted or prohibited.

Russell County is located almost in the extreme southwest of Virginia, about 35 km to the northwest from Kentucky , about 20 km to the south from Tennessee , and covers an area of ​​1,235 square kilometers, of which five square kilometers are water.
