The district can be further subdivided into two municipalities :
- Integrated community of Hesel with the member communities of Brinkum , Firrel , Hesel , Holtland , Neukamperfehn and Schwerinsdorf
- Joint municipality Jümme with the member municipalities Detern , Filsum and Nortmoor ;
The cities of Borkum , Leer (East Friesland) and Weener are, like the communities of Bunde , Jemgum , Moormerland , Ostrhauderfehn , Rhauderfehn , Uplengen and Westoverledingen, unitary communities.
The district has a total area of 1,086.03 square kilometers . Uplengen has the largest area within the district with 149 square kilometers. This is followed by the municipalities of Moormerland with 122 square kilometers, Bunde with 121.5 square kilometers, Westoverledingen with 111.9 square kilometers and Rhauderfehn with 102.92 square kilometers. The city of Weener has an area of 81.24 square kilometers. Two parishes have an area of over 70 square kilometers. The community of Ostrhauderfehn is 51 square kilometers. Two communities are larger than 40 square kilometers and the city of Borkum is 30.74 square kilometers. The community of Filsum is 23.76 square kilometers. Two parishes are larger than 10 square kilometers. Three communities are smaller than 10 square kilometers, that would be Neukamperfehn with 6.27 square kilometers, Schwerinsdorf with 5.57 square kilometers and Brinkum with 5.51 square kilometers, which are also the smallest communities in the district. The community-free area Lütje Hörn has an area of 6.5 ha , which corresponds to 0.065 square kilometers.
The largest share of the 170,756 inhabitants of the district of Leer has the district town of Leer (East Friesland) with 34,786 inhabitants, followed by the communities Moormerland with 23,567 and Westoverledingen with 21,210. Four communities, including the city of Weener , have more than 10,000 inhabitants. The municipality of Bunde and the city of Borkum have more than 5000 inhabitants. Seven municipalities have between 1000 and 5000 inhabitants. The three smallest municipalities in terms of population have less than 1000 inhabitants; these are the communities Firrel with 834 inhabitants, Schwerinsdorf with 686 and Brinkum with 803 inhabitants.
The entire district of Leer has a population density of 157 inhabitants per square kilometer. The largest population density within the district has the city of Leer (Ostfriesland) with 495 inhabitants per square kilometer, followed by Neukamperfehn with 273 inhabitants per square kilometer and Ostrhauderfehn with 222 inhabitants per square kilometer. Nine municipalities, including the cities of Weener and Borkum , cover an area of more than 100 square kilometers. In six municipalities, the population density is less than 100 inhabitants per square kilometer. The most sparsely populated municipality is Jemgum with 46 inhabitants per square kilometer.
