introduction

In sociological studies, the proportion of women is understood as a quantitative measure of the participation of women in shaping various areas of society. The proportion of women in politics , education and employment are important indicators of the realization of equality and equal opportunities between women and men, as formulated in the constitutions of different nation states, the International Charter of Human Rights or the Charter of Fundamental Rights of the European Union .

With the development of the New Women's Movement since the 1960s in many Western countries , the proportion of women has become a political term for equal opportunities with men that have been won or still to be won. Until then, women had no or only very limited access to many areas of public life. By gender-specific laws, roles were divided between women and men. For example, according to the Federal German Marriage Act, women were obliged to do household and family work as well as unpaid work in their husbands' business until 1977, and according to the General Civil Code for all German hereditary countries of the Austrian monarchy from 1811, men were required to do gainful work, support the family and defend the country Committed. See also Equality in Germany , Austria and Switzerland .

With the increasing institutionalization of the women's movement at national and supranational level ( European Union , United Nations ), instruments to promote women were set up to increase the proportion of women and to counterbalance discrimination and, in some cases, women's quotas were introduced in political parties. Since then, there have been some significant increases in the respective proportions of women. A reversal of the majority ratios to the detriment of men and boys in the course of this development in individual sub-areas, as with educational qualifications in Germany, has been increasingly critically questioned for several years. The still low proportion of women in important areas such as management positions in business in Germany and other European countries remains a matter of public debate.

In Switzerland, where the commercial register is accessible to the public free of charge and the population is very reserved about any kind of statutory quotas, the development at the owner and management level can be easily understood. The proportion of female company founders rose from 15% in 2000 to 27% in 2010. In companies with up to 250 employees, the proportion of women is now 40%, in larger companies it has only risen to 13%. In the Swiss government, the Federal Council, the proportion has grown to over 50%, and the proportion is constantly increasing in other political bodies.
