Regions and provinces of Italy

Italy is divided into 20 regions , nine major cities with special status , 100 provinces and 8047 municipalities (as of January 2015). On January 1, 2015, the tasks of initially nine provinces were taken over by just as many large cities with special status (città metropolitane) . Regions, cities with a special status, provinces and municipalities are, according to Article 114 of the Italian Constitution, as territorial entities ( Ente territoriale ) endowed with political autonomy and rights of self-government of various types.

NUTS

According to the nomenclature of the territorial units for statistics (so-called NUTS ), a distinction is made between several levels. The first level is not provided for in the Italian administrative structure and therefore does not form a regional authority .

At NUTS level 1, Italy is divided into regional groups into

  • Northwest Italy (Aosta Valley, Liguria, Lombardy, Piedmont)
  • Northeast Italy (Emilia-Romagna, Friuli-Venezia Giulia, Trentino-South Tyrol, Veneto)
  • Central Italy (Lazio, Marche, Tuscany, Umbria)
  • Southern Italy (Abruzzo, Apulia, Basilicata, Calabria, Campania, Molise)
  • Islands (Sardinia, Sicily)

Regions

The twenty regions of Italy each have their own constitution, called a “statute”. They have directly elected governments and representative bodies. The latter have general legislative power in Italy, insofar as it is not reserved for the state in individual areas specified by the Italian constitution. Five of the 20 regions are described as “autonomous” and have more rights than regions with normal status. These are the Aosta Valley , Friuli-Venezia Giulia , Sardinia , Sicily and Trentino-South Tyrol . In the case of Trentino-Alto Adige, almost all the powers and competencies of the region were transferred to the two autonomous provinces of Trento ( Trentino ) and Bolzano ( Alto Adige ). The provincial parliaments of Trentino and South Tyrol can come together for joint meetings and then form the regional representative body. The two governors take turns chairing the region.

The central government in Rome and the Italian parliament can delegate additional tasks to the regions. As far as Italian ministries or other central authorities maintain branch offices in the regions, the regions also form decentralized administrative districts of the entire state.

Provinces

The provinces of Italy form the middle administrative level. Until 2014, the provinces had, as independent local authorities such as regions and municipalities, a directly elected representative body, the provincial council (consiglio provinciale) , as well as a directly elected provincial president who, together with the aldermen appointed by him, managed the province's administration. Because of the low level of competence of the provinces, these directly elected bodies were abolished. It is now the mayors and the municipal councils who elect the president of the province and the members of the provincial councils from among their number. This does not apply to the above-mentioned autonomous provinces of Bolzano-South Tyrol and Trento , which have a special status with extensive legislative powers and are de facto equal to the Italian regions. In these two cases, the state parliaments (provincial councils) are elected directly, which then elect the respective governor (provincial president) and thus the state government.

In 2015, nine provinces were initially replaced by major cities with a special status (città metropolitane) , which take on all functions of a previous province and also some municipal functions. In contrast to the case of the German independent cities , there is no provision in Italy for the municipality and the province to be merged into a single entity and thus to become “province-free”. In this case, the municipalities remain in place. The cities and provinces of Turin , Genoa , Milan , Venice , Bologna , Florence , Rome , Naples , Bari and (from 2016) Reggio Calabria are affected . In Sicily and in Friuli Venezia Giulia, other bodies of this type are to be established.

As a result of the above-mentioned reforms, the Italian provinces (and the major cities with a special status) essentially became municipal associations, to which tasks can primarily be assigned by municipalities, but also by regions. As a rule, the Italian state as a whole does not entrust any tasks to the aforementioned provincial bodies; it has its own branch offices in the provinces, which, together with the local self-government bodies, are under the supervision of the prefects .

Until 1927 the provinces were subdivided as state administrative districts into circondari (districts) and mandamenti (districts). The circondari and the offices located there were presided over by a sub-prefect . The dissolution of the circondari in 1927 gave rise to the formation of a number of new provinces. In the Republic of Italy, a circondario was a possible subdivision of the province as a self-governing body. A circondario , however, had no organs of its own, only branches of the provincial administration.

In 2012 and 2013, the autonomous regions of Sardinia and Sicily decided to dissolve their provinces in their previous form. In Sicily, free municipal associations are possible under certain conditions. In Friuli Venezia Giulia , the provinces were abolished until 2018. There are no provinces in the small Aosta Valley region . The corresponding functions are taken over by the region. However, for statistical and administrative reasons, the Aosta Valley is also considered a province.

Communities

The self-governing organs of the approximately 8100 municipalities are the municipal council, the municipal committee as municipal government with the mayor, usually directly elected by the people, at the head. As the capital of Italy, Rome has had an outstanding status since 2010 ( Roma Capitale ). Large cities ( città metropolitane ) can have a special status and thus an extended area of ​​responsibility. Larger cities are subdivided into city ​​districts , in rural municipal areas there are so-called fractions or districts . City districts and political groups are not regional authorities.

Municipalities can join together to form municipal associations to carry out certain tasks together, in the case of the Comunità montana also across provincial borders. In South Tyrol there are district communities , in Trentino there are valley communities . The community purpose associations are often called "community union".
