The "Law on the Municipal Restructuring of the Bonn Area (Bonn Law)" of June 10, 1969 includes the regional reform in the Bonn region at the municipal level. The law marked the beginning of the second phase of the reorganization of the municipalities and districts in North Rhine-Westphalia , which spanned six years . The needs of the Bonn area as a capital region were taken into account in a special way.

With the entry into force of the law, 96 municipalities (the independent city of Bonn, fourteen cities and municipalities without an office and 81 municipalities belonging to an official state) were merged into sixteen new municipalities and all offices were dissolved. Eitorf and Siegburg were slightly enlarged, Much remained unaffected by the law.

Brief description

Section I: District-Free City of Bonn

§1 City of Bonn

The cities of Bonn , Bad Godesberg and Beuel are amalgamated to form a new independent city of Bonn . In addition, with Buschdorf , Duisdorf , Ippendorf , Lengsdorf , Lessenich and Röttgen, there are six municipalities of the Duisdorf office . This is dissolved, the new city of Bonn becomes the legal successor. There are also some places from the Siegkreis that are incorporated into the Beuel district. These are the municipality of Oberkassel (Siegkreis) from the Oberkassel (Siegkreis) district, the Holzlar municipality from the Menden (Rhineland) district and the Hoholz district of the Stieldorf municipality.

Section II: District of Bonn

§2 Bornheim community

From the communities of Bornheim, Hersel and Sechtem , which emerged from the mayorships of Waldorf , Hersel and Sechtem , a new community (from 1981: city) Bornheim is formed, which takes over the legal successor of the Bornheim office. Only the Urfeld district of the municipality of Hersel will be reclassified to the city of Wesseling and will thus change to the district of Cologne .

The city of Wesseling and with it Urfeld were incorporated into Cologne on January 1, 1975 through the Cologne Act . However, this was reversed on July 1, 1976.

§3 Municipality of Swisttal

The municipalities of Buschhoven , Essig , Heimerzheim , Ludendorf , Miel , Morenhoven , Odendorf and Ollheim of the Ludendorf office are merged into a new municipality of Swisttal . Then there is the community of Straßfeld , which previously belonged to the Kuchenheim district in the district of Euskirchen . The name of the new municipality is the Swist stream .

§4 Alfter community

The municipalities of the Duisdorf office that are not incorporated into Bonn are merged to form a new municipality of Alfter . These are Alfter, Gielsdorf , Impekoven , Oedekoven and Witterschlick .

§5 City of Rheinbach

The officially free city of Rheinbach is merged with the municipalities of Flerzheim , Hilberath , Neukirchen , Niederdrees , Oberdrees , Queckenberg , Ramershoven , Todenfeld and Wormersdorf to form a new city of Rheinbach . This becomes the legal successor to the office Rheinbach-Land , to which all municipalities except Rheinbach belong.

§6 City of Meckenheim

From the city of Meckenheim and the communities of Altendorf , Ersdorf , Lüftelberg and Merl , a new city of Meckenheim is formed, which is the legal successor to the Meckenheim office .

§7 Wachtberg community

The municipalities of the office Villip , Berkum , Gimmersdorf , Holzem , Ließem , Niederbachem , Oberbachem , Pech , Villip , Werthhoven and Züllighoven merge to form a new municipality. In addition, with Adendorf , Arzdorf and Fritzdorf there are three municipalities of the Meckenheim office. The new community is called Wachtberg based on a hill between Villip and Berkum .

III. Section: Siegkreis

§8 community of Niederkassel

The communities of Lülsdorf , Mondorf , Niederkassel (Siegkreis), Stockem , Rheidt and Uckendorf are amalgamated to form a new community (from 1981: city) of Niederkassel . This is congruent with the former office of Niederkassel (Siegkreis) , it also takes over its legal successor.

§9 City of Troisdorf

The town of Troisdorf and the community of Sieglar , which emerged in 1927 from the mayor's office in Sieglar with the communities of Bergheim-Müllekoven , Eschmar , Sieglar, Spich and Kriegsdorf , are merged to form the new town of Troisdorf . In addition, there is the municipality of Altenrath of the Lohmar office and the Friedrich-Wilhelms-Hütte district of the municipality of Menden (Rhineland) as well as some parcels of the municipality of Meindorf.

§10 Parish Sankt Augustin

With this paragraph, the new municipality (from 1977: city) Sankt Augustin is formed, which is largely identical to the dissolved office of Menden (Rhineland) . The new community is created from the previous communities Buisdorf , Hangelar , Meindorf , Menden (Rhineland) , Niederpleis and Siegburg-Mülldorf . Not coming to the new community (except for a few corridors) Holzlar , which spoke out against such a merger and is incorporated into Bonn, as well as the Menden district Friedrich-Wilhelms-Hütte . §11 City of Königswinter

§12 City of Bad Honnef

A new city of Bad Honnef will be formed from the city of Bad Honnef am Rhein , which is free of charge, and the municipality of Aegidienberg , which previously belonged to the Königswinter-Land office .

§13 Lohmar municipality

The new municipality (from 1991: city) is formed from the non-official municipality of Wahlscheid , which emerged from the mayor's office Wahlscheid , as well as five of the six municipalities of the office of Lohmar (these are Breidt , Halberg , Inger , Lohmar and Scheiderhöhe ; Altenrath is incorporated into Troisdorf) Lohmar formed. §14 Neunkirchen-Seelscheid municipality

§15 City of Siegburg

The urban area of ​​the district town of Siegburg is enlarged to include the Seligenthal district of the Lauthausen community and some corridors of the Hennef and Buisdorf communities.

§16 Municipality of Hennef (Sieg)

The new community (since 1981: city) Hennef (Sieg) is formed from the municipalities of Hennef (Sieg), Lauthausen (excluding Seligenthal) and Uckerath , which are free of official offices and which emerged from the former mayorships of Hennef , Lauthausen and Uckerath .

§17 Municipality of Eitorf

The municipality of Eitorf remains in its previous form, but receives some parcels of the municipality of Uckerath.

§18 Municipality of Ruppichteroth

The Ruppichteroth office is dissolved. A new municipality of Ruppichteroth is formed from the two municipalities of the office, Ruppichteroth and Winterscheid .

§19 Municipality of Windeck

The three unofficial communities Dattenfeld , Herchen and Rosbach are merged into a new community. This is named Windeck , based on Windeck Castle .

Original plans to unite Herchen with Eitorf were discarded because Dattenfeld and Rosbach together would have had too few inhabitants.

IV. Section: Rhein-Sieg district

§20 Formation of the Rhein-Sieg district

The district of Bonn is dissolved. The newly formed communities of Alfter, Bornheim, Meckenheim, Rheinbach, Swisttal and Wachtberg are incorporated into the Siegkreis , which is renamed the Rhein-Sieg-Kreis and is the legal successor to the Bonn district.

Section V: Special Planning Committee

§21 Special Planning Committee

A special planning committee is set up for the new independent city of Bonn and the Rhein-Sieg district. It is composed of 21 members and one deputy for each member. These are:

  • five representatives each from the city of Bonn and the Rhein-Sieg district,
  • a representative of the administrative and planning committee of the Rhineland regional planning community,
  • three representatives of the federal government,
  • the Cologne District President and another representative of the state government
  • five other voting representatives

The special planning committee is responsible for the area development plan, the area protection plan and the spatial planning.

VI. Section: Final Provisions

§22 Local Courts

With this point in the law, the municipalities are assigned to the local courts, with the previous structures temporarily remaining in some municipalities until December 31, 1969:

§23 savings banks

The new city of Bonn becomes the guarantor of the Kreissparkasse Bonn . The branches in the area of ​​the Rhein-Sieg-Kreis change to the Kreissparkasse in Siegburg , which in turn surrenders its branch in Oberkassel to the Sparkasse in Bonn. Furthermore, the savings banks in the area of ​​the city of Bonn are to be merged into one savings bank. This happened on January 1, 1971, when the Städtische Sparkasse Bonn , the Stadtsparkasse Bad Godesberg and the Kreissparkasse Bonn merged into a new Sparkasse Bonn .

§24 staff councils

The staff council of the Rhein-Sieg district is expanded to include six members from the disbanded district of Bonn (one for each of the six municipalities) and an equal number of deputies. The staff councils of the dissolved offices and municipalities will remain in place for the time being. The staff councils of the new municipalities are elected no later than six months after the law comes into force.

§25 new elections

The councils of the Rhein-Sieg district and the city of Wesseling are dissolved and newly elected.

§26 entry into force

The law was supposed to come into force on July 1, 1969, but this date has been postponed to August 1. The constitutional court for the state of North Rhine-Westphalia suspended the law for the period from July 1 to July 31 in order to examine it.

prehistory

initial situation

After the Congress of Vienna in 1816, five districts were formed in what is now the Rhein-Sieg district. From west to east, these were the county Rheinbach , the circle Bonn, the county Siegburg , the county Uckerath and the circle Waldbröl . As early as 1820, with the merger of the Siegburg and Uckerath districts (called “Siegkreis” from 1925), the district administrations were first enlarged. This division existed until 1932, when the districts of Waldbröl and Rheinbach were dissolved. The Dattenfeld office from the Waldbröl district was assigned to the Siegkreis, while the Rheinbach district became part of the Bonn and Euskirchen districts. As a result, Bonn, as a district-free city, was almost completely enclosed by the two districts of Bonn and Siegkreis.

Federal government as the engine of reform

After the capital issue of 1949, which was decided in favor of Bonn, the new capital and the region settled in addition to the federal government and parliament, embassies, lobby associations, the press and other political institutions with a national impact. Associated with this was an explosive population growth and urbanization of the Bonn area, which has now become the capital region. As a result, the city of Bonn grew together with the two neighboring districts - the district of Bonn and the west of the Siegkreis - both in terms of settlement geography and function. At that time, Bonn alone, as a city with around 100,000 inhabitants, was only partially capable of fulfilling its function as the capital of one of the most important industrialized countries. At the beginning of the 1960s, these tendencies and the difficulties associated with them consolidated.

The need for interregional and inter-municipal cooperation increased steadily. The state of North Rhine-Westphalia finally recognized in the mid-1960s that Bonn and the region with its large number of individual municipalities, offices and the two districts could not meet the steadily growing demand for land and housing of the federal government and the settlement pressure in a satisfactory manner. In order to develop and uniformly implement a concept for the accommodation of federal employees and to enable joint planning of the government district on the border between Bonn and Bad Godesberg at that time, a central contact in the form of a single regional authority was necessary. Since a state-wide regional and district reform was planned anyway , the reorganization of the Bonn capital region was to be tackled first because of the particular urgency.

Most of the seat of the federal government in Bonn outside the capital Bad Godesberg and large parts of the Duisdorf office were affected. While Bad Godesberg became the location of numerous embassies and lobby associations, the Ministry of Defense on Hardthöhe, traditionally the largest department of the federal government in terms of the number of employees, was particularly influential among the federal ministries located there . Other institutions mainly settled in the Bonn district, only a few in the Siegkreis.

Concepts for reorganization

Thoughts on the territorial reorganization of the region were expressed long before the regional reform in the 1950s, but these were mostly based on individual cities and municipalities and comprised rather vague ideas. A reorganization of the area had already been anticipated with the Bonn enclave , which existed from 1949 to 1955 , a special area under the Allied High Commission . The first elaboration of a proposal for the entire region comes from Franz Grobben , the then Cologne District President , in 1963. Over time, the proposals adapted more and more to the will of the North Rhine-Westphalian state government, which laid down the main features of a regional reform in the Hand had. In the end, the plan of the state interior minister Willi Weyer came to fruition .

Rough plan

Franz Grobben, acting President of the Cologne District Government from 1959 to 1966, was the first to present a draft for the municipal reorganization of the Bonn region in 1963. His plan was to summarize the closer Bonn environment in a regional association , which should consist of Bonn, Bad Godesberg and two other cities to be newly formed in the offices of Duisdorf and Menden. His ideas completely dispensed with incorporation and thus represented less a regional reform than a reallocation of responsibilities. They corresponded in the main to preliminary work of the cities and municipalities from the districts of Bonn and Siegburg.
