The broadcaster is 95% financed by the radio license fee levied in Germany and France . However, the broadcasting fees differ significantly in the two countries. According to the founding agreement, the station does not broadcast any advertising, but partial funding through sponsorship is permitted.

Arte works with a number of European partners who have committed themselves under association agreements to realize a certain number of co-productions and to exchange programs. Associated broadcasters who are represented in an advisory capacity on Arte's committees include: ORF (Austria), RTBF (Belgium), TVP (Poland), SRG SSR (Switzerland), YLE (Finland), Česká televize (Czech Republic) , RTE (Ireland), RAI Com (Italy) and the Film Fund Luxembourg .

history

In 1984, the Prime Minister of Baden-Württemberg Lothar Späth developed the concept of a European cultural channel. At the same time, the French cultural channel La Sept , which was founded in 1986 and began broadcasting in 1989 , was launched in France on the initiative of President François Mitterrand . In November 1988, the Prime Minister of Baden-Württemberg , Lothar Späth, and Rhineland-Palatinate , Bernhard Vogel , together with Hamburg's First Mayor , Henning Voscherau , formed a working group to develop a Franco-German cultural channel. The project was supported by Mitterrand and Federal Chancellor Helmut Kohl . Building on the first related meetings in 1985, Späth - since 1987 the federal agent for German-French cultural relations - and the French Minister of Culture Jack Lang were subsequently the negotiators of the two states. On October 2, 1990, on the eve of German reunification , an intergovernmental treaty was finally signed by representatives of the French Republic and the ten old federal states, as well as West Berlin. It formed the basis for the European culture channel Arte. The five new federal states joined in 1996.

On April 30, 1991, Arte EWIV was founded in Strasbourg . Equal members are also 1991 resulting Coordination Center "Arte Germany TV GmbH" in Baden-Baden, where the public service broadcasters ARD and ZDF each hold 50 percent, and the French cultural channel La Sept . This had broadcast its programs via satellite (TDF 1) as well as in a program window of the French channel FR3 since 1989 on Saturdays from 3 p.m. to midnight. With the founding of Arte, La Sept passed on its transmission frequency to the new culture channel and became a member of Arte itself. Since it was renamed in 2000, La Sept is now called Arte France; its shareholders are France Télévisions to 45%, the French state to 25% and Radio France and the INA (French: Institut national de l'audiovisuel ) to 15% each.

On the evening of May 30, 1992, Arte went on air via satellite (TDF 1–2 and DFS1-Kopernikus) and cable. The opening ceremony was broadcast live from the Strasbourg Opéra du Rhin . At the start of the terrestrial broadcast in France, Arte broadcast Der Himmel über Berlin by Wim Wenders on September 28, 1992 . Arte initially broadcast its main program from 7 p.m. to 1 a.m., and from 1994 until 3 a.m. Before the evening program began, broadcasts from the previous day were repeated daily between 5 and 7 p.m. The program between 5 p.m. and 7 p.m. was initially discontinued with the start of KiKA on January 1, 1997, as the children's channel was broadcast on Arte's satellite and cable frequencies in time sharing until 7 p.m. It was not until October 1998, when the company was given its own slot, that programs started running from 2 p.m. and since 2006 Arte has been available around the clock.

On October 13, 2003, all of the headquarters' departments moved to new headquarters in Strasbourg . Before that, Arte was spread over seven locations. The building is located in the immediate vicinity of the EU institutions and was designed by the German-French team of architects Hans Struhk and Paul Maechel.

In 1996 Arte went online with its own website. Arte is the first broadcaster to set up a video-on-demand service. With the start of the media library - formerly Arte + 7 - since 2007 as well as the live stream since 2012, web documentations and formats that complement programs, Arte is increasingly focusing on the convergence of television and new media. The broadcaster's internet offerings have grown steadily in recent years: In parallel to the television program, Arte Concert (formerly Arte Live Web ) has been offering festivals and concerts live on its website since the end of May 2009. In February 2011, on the occasion of the transmediale in Berlin, the Arte Creative platform went online, which represented another interactive interface between the Internet and television. Since 2013, Arte Future has been a platform for everything to do with the environment, science, business and society, and in 2014 Arte Cinema, a portal for cinema fans, went online. Since April 2017, the platforms (with the exception of Arte Concert) and Arte + 7 have been in one and the same media library.

In November 2015, Arte expanded its online offering with a selection of programs with English and Spanish subtitles. Programs with Polish subtitles have been available since November 2016 and with Italian subtitles since October 2018. The initiative is co-financed by the European Commission .

The HD offshoot Arte HD went on air on July 1, 2008, and all films have been broadcast in HD quality since April 14, 2011. On May 30th 2017ref name = "arte gesch" /> Arte celebrated its 25th birthday. In the same year, Arte redesigned its website arte.tv.

The annual budget of Zentrale Arte GEIE was 127.14 million euros in 2014 and 137.65 million euros in 2019.

reception

The European cultural channel Arte broadcasts its programs unencrypted throughout Europe , around the clock, via DVB-T , cable and satellite and with two language channels (German, French, and if possible also in the original version and audio description). In addition, the station's programs are available via online streaming on the Internet.

Due to the different television habits in Germany and France, Arte broadcasts its program in a French and a German version. The program flow differs mainly in the prime time , which begins around half an hour later in France than in Germany.

Both versions of Arte can be received throughout Europe via satellite via Astra1 (19.2 ° East) in HD and SD . The German version can be recognized by the sender identification “ arte ” in lower case letters, while the French version “ ARTE ” consists only of upper case letters. The French version of Arte can also be received via Hot Bird (13 ° East).

In addition, the French version of Arte, as well as other French channels, spread to other satellites in all French overseas territories to be received: For example, the Arte program since April 2010 on CanalSat Caraïbes in Martinique , Guadeloupe and French Guiana looked become. The German Arte version is available unencrypted in HD quality via Astra1 . The French version can only be freely received in HD via Hot Bird (13 ° East), but it is encrypted via Astra1.

In cable television , the station can be received around the clock in France and Germany via all providers, including Kabel Deutschland , Unitymedia and Primacom in Germany . In addition, Arte broadcasts terrestrially in Germany via DVB-T in SD format, in France via TNT in SD and HD.

In many European countries such as Belgium, Austria, Switzerland, Finland, Spain and the Netherlands, Arte can be received via cable . In Austria, the station is also available via DVB-T2 via simpliTV (for a fee).

Arte has concluded a cooperation agreement with numerous television broadcasters in Central and Eastern Europe, North Africa and Central Asia, which broadcast a selection of Arte programs. The broadcaster has its own program window for public broadcasters in Italy, Israel and Romania.

The program can also be received via the Internet via live stream and the broadcaster's online media library. 85% of the programs (including many movies) can be viewed there free of charge for at least another seven days after the television broadcast. In the past, the media library was mostly only available to viewers in German or French-speaking countries. However, Arte has now acquired the broadcasting rights for numerous programs throughout Europe, so that viewers from all member states of the European Union and the European Free Trade Association have access to the broadcaster's online services.

program

Arte sends a full program . The focus is on culture , Europe and conveying information from, preferably, unusual perspectives, for example through the programs Yourope or The Forum of Europeans (2001-2006).

The news program Arte Journal tries to remove the classic separation between political and cultural news because - according to Christoph Hauser, program director from 2005 to 2012 - the interface between the two areas is much larger than is generally assumed. The program tries to work out connections that are not visible in a purely cultural or only political perspective.

The station is known for high quality documentaries and an original station design, for which it has already received several awards along with its contribution to European integration. The theme evening is a kind of “trademark” : At regular intervals (Tuesdays and Sundays), two to four television programs from different genres (feature film, documentary film, report, etc.) on a specific, mostly topical topic, for example surveillance , Google, were shown for one evening or The Silicon Valley Story . The themed evenings have been planned for Tuesday since 2014. These deal mainly with economic, geopolitical and social issues.

In addition, Arte shows around six feature films every week with productions from contemporary world cinema that are characterized by artistic originality and imagination. These include films from distant countries or by lesser-known directors as well as classic and silent films. In addition to the cinema films, television films are broadcast on Friday evenings and Saturday afternoons, more than three-quarters of which are co-produced by Arte. Shrill, provocative and bizarre trash films are regularly shown in the night program . European and international series are shown on prime-time Thursday evenings. With a few exceptions, Arte shows his feature films in unchanged form. Contributions that are not suitable for young people or that are controversial will receive a corresponding note at the beginning. In the German version of Arte, the second audio channel for two-channel sound is mostly used to broadcast the French sound or for audio description , while in France the original sound is generally used here.

The weekly short film magazine Kurzschluss has been around for a number of years , and in addition to reports on festivals and portraits of directors, it also shows some full-length short films. Furthermore, various short films are placed between other programs in the program. These short films are often not listed in the official program published by TV magazines or by Arte itself.

The weekly magazine Karambolage presents Franco-German peculiarities and curiosities in an artistic, humorous and experimental way.

In the fields of music, theater and dance, the station broadcasts major events such as the “ Folles Journées de Nantes ” with classical music as well as concert recordings by well-known conductors and musicians and performances from renowned European theaters and opera houses. In addition to these more classic cultural contributions, topics that appeal more to younger audiences are also dealt with: on Friday evenings the music and culture magazine Tracks reports on developments in various modern subcultures , and from 2007 to the end of 2011 the music show One Shot Not - Jamsession with Manu Katché and Alice Tumler rock, pop and world music concerts in club format on the screen.

With the European magazine Yourope , the broadcaster also tried to adapt to the changes in media usage habits caused by the Internet: Yourope tried to involve its audience by inviting them to take a position during the broadcast via video message and post the topic on the website after the broadcast of the broadcaster to discuss further.

The German and French versions of Arte are in some cases significantly shifted, especially in the evening program, as the customs of the countries with regard to the start of the main evening program (Germany 8:15 p.m., France 8:40 p.m. or later) are taken into account. Since both programs are bilingual, viewers who only speak German or French can also benefit from the delayed broadcast.

With the Arte Journal Junior , the station has been offering a 14-minute news magazine for children from 10 to 14 years on Sunday mornings since 2014. Since September 2015 there has also been an early morning issue of the children's news every week, Monday to Friday.

In 2014, the station started Tandem , a Franco-German feature film project that was supposed to compete with North American productions. The first co-productions deal with the topic of nuclear energy in a German thriller, Tag der Truth (director: Anna Justice) and a French comedy, Mon cher petit village (director: Gabriel Le Bomin). In 2019, the Franco-German series Eden deals with the issue of the reception of refugees in three European countries.

More than 900 live and replay shows are shown on Arte Concert each year.

In 2019, Arte came under public criticism when the station broadcast a concert by the controversial rock band Böhse Onkelz live on the network. At the Hellfest in France, the band played the song "The Nice Man", which is banned in Germany and which Arte also broadcast to Germany. This fact was known to the Böhse Onkelz in advance. Arte stated that they only received the track list shortly before the start of the concert and could therefore no longer react in time. Because of the incident, the concert was not included in the media library.

Italian subtitles have been available since June 2018.

Print media

The TV magazine Arte Magazin offers an overview of the Arte program every month with background reports on the program highlights, interviews with prominent actors and directors as well as book and service tips. The detailed and complete program section is an integral part of the booklet.

The magazine had around 89,000 subscribers in 2016 and has also been available for sale at newsstands since January 2007. The circulation was over 140,500 copies per month. The Arte magazine increased its circulation in 2010 compared to 2009 by around five percent, making it one of the exceptions in the print media market, which is characterized by declining circulation. The number of copies sold for 2011 as a whole remained at the same level as in the previous year, but reached its highest level in the fourth quarter.

Starting with the October 2015 issue, the Axel Springer Verlag in Berlin is responsible for the production and content of the Arte Magazine for the first time. Arte gave the publisher a five-year license.

The Arte EDITION comprises an extensive range of DVDs with feature and television films, concerts and opera productions, documentaries and documentary series. The French version of the so-called boutique also offers books and videos to download.

Station logos

The station logo, created in 1992, consists of the acronym 'arte' written in lowercase letters, with the lower part of the lettering cut off. With the new look in 1995, the logo became more legible, the acronym came to the fore and the color changed to a warm shade of orange. In January 2004 the logo tilted four degrees. From February 2011 to March 2017, Arte presented itself in a new channel design developed by a team of European artists and designers; the Arte logo was staged as a 3D sculpture for the screen. On special occasions, the arte lettering is also provided with a black ribbon. Since March 25, 2017, the station logo has been used on-air in a vertical orientation (rotated 90 ° to the left). The logo is also used as a kind of magnet that attracts the other graphic elements. For example, confetti is drawn together to form a map of Europe, similar to iron filings that align themselves in a magnetic field . The British agency The Partners , today Superunion , developed the graphic identity under the leadership of the artistic directors Stuart Radford and Graeme Haig.

Market shares

Arte has a higher average market share in France (2.6%) than in Germany (1.1%; as of 2019). It must be taken into account that the broadcaster in Germany is exposed to much tougher competition than in France, where for a long time there were only seven free-to-air analog TV channels (TF1, France 2, France 3, Canal +, France 5, Arte, M6) - there In particular, there was a lack of alternative culture-specific program items, which on the German side primarily represents 3sat . With the introduction of digital terrestrial television TNT in April 2005, Arte was able to extend its broadcasting times there, but is now also facing more competitors. Thus, Arte recorded a slight drop in quotas in France.

In 2015 Arte's market share in Germany was one percent, which corresponds to a reach of nine million viewers. In France, Arte had a two percent market share in 2014 and thus reached around 12 million viewers. In 2015, the French audience numbers increased by 10% (2.2% market share). In Germany, the ratings remained stable, but in 2008 the share in Germany was still 0.6%. In the last 5 years, Arte has also been able to increase its audience numbers considerably in Germany, by 30%.

Kai Wessel's TV film Die Flucht achieved the previous record in Germany with 2.47 million viewers.

Arte is becoming increasingly popular, especially on the Internet: In 2015, the videos were viewed a total of 219 million times on the station's pages and via the applications, an increase of 34% compared to the previous year. In 2019, the videos were viewed a total of 90 million times on average per month from January to October. With 14.7 million videos viewed, the Arte Concert platform was able to increase its click figures by 138% within one year. In 2019, the Arte Concert website had a total of 22.1 million video views.

Awards

In 2001 the Arte editorial team was awarded the Carlo Schmid Foundation sponsorship award and in 2002 the German Critics' Prize. In 2014 Arte received the Adenauer de Gaulle Prize and was honored for its services to the Franco-German friendship and the construction of a common European public.
