The 2014 presidential election in Turkey took place on August 10, 2014. For the first time in the history of the Republic of Turkey , Turkish citizens were called upon to directly elect the new President of the Republic . A second ballot turned out to be unnecessary, as Recep Tayyip Erdoğan already achieved an absolute majority of the votes cast in the first ballot.

Background and election date

Since the constitutional amendment in 2007 , the election of the president by the people has been envisaged for a term of office of five years (Art. 101 Para. 1, 2 Clause 1 of the Constitution ). The new Presidential Election Act (PresWahlG) came into force on January 26, 2012.

According to Article 102, Paragraph 1 of the Constitution, Article 3, Paragraph 2 of the Presidential Election Act, the election of the President of the Republic usually takes place within sixty days prior to the end of the office holder's term of office. The term of office of Abdullah Gül , who was elected for seven years in 2007 (cf. transitional art. 1 PresWahlG) by the Grand National Assembly of Turkey , ends on August 28, 2014. In mid-April 2014, the High Election Committee set August 10, 2014 as election day firmly.

In over 50 countries, citizens living abroad could vote in the first ballot between July 31 and August 3 (at borders, airports and seaports from July 26 to August 10). There were seven central locations in Germany from which to choose: these were the Berlin Olympic Stadium , the ISS Dome in Düsseldorf and the ball sports hall in Frankfurt am Main. In Essen, Munich, Hanover and Karlsruhe, voting took place on the exhibition grounds. All polling stations were open from July 31 to August 3, 2014 in order to bring the election papers to Turkey on time.

Participation via postal voting is not provided for in Turkish electoral law. The Constitutional Court of the Republic of Turkey has rejected such an application .

The election campaign was held in the " American style": Candidates could accept personal donations for their campaign.

At the invitation of the Turkish authorities and taking into account the recommendation made in the Report on the Needs Assessment Mission (May 7-9, 2014), the OSCE Office for Democratic Institutions and Human Rights deployed a limited election observation mission. The mission headed by Geert-Hinrich Ahrens consisted of a 13-strong international core team and 16 long-term observers.

Candidates

Every Turkish citizen who has the right to stand as a candidate for election, has reached the age of 40 and has completed a university education, Art. 101 Para. 1 of the Constitution, Art. 6 Presidential Election Act is eligible. A candidate is drawn up in accordance with Article 101, Paragraph 3, Clause 1 of the Constitution, Article 7, Paragraph 1 of the Presidential Election Act by means of a written proposal from at least 20 members of parliament. In addition, parties that achieved at least 10 percent of the vote in the last parliamentary election can determine a joint candidate, Article 101, Paragraph 3, Clause 2 of the Constitution, Article 7, Paragraph 2 of the Presidential Election Act.

Any party membership is suspended during the term of office and if the elected member should come from the ranks of the MPs, the MP's mandate ends with the election to the President, Art. 101 Para. 4 of the Constitution.

Prime Minister Recep Tayyip Erdoğan ran for the presidency without having to resign.

Recep Tayyip Erdoğan achieved a majority in the Central Anatolian and Black Sea provinces . İhsanoğlu was successful in most of the coastal provinces of the Mediterranean region and in Eastern Thrace, and Demirtaş gained the majority in the Kurdish settlement areas .

Foreign voices

In addition to around 53 million voters in Turkey, around 2.8 million Turks abroad were called to vote. Of these, 232,795 cast their votes, bringing the total participation to 8.32 percent. Of the approximately 1.4 million registered voters in Germany, 112,705 exercised their right to vote (8.15% turnout).
