Walter Evans (born September 18, 1842 in Glasgow , Barren County , Kentucky , †  December 30, 1923 in Louisville , Kentucky) was an American lawyer and politician . Between 1895 and 1899 he represented the state of Kentucky in the US House of Representatives ; then he became a federal judge .

Career

Walter Evans was a nephew of Burwell C. Ritter (1810-1880), who also represented Kentucky in Congress between 1865 and 1867 . He attended public schools in the Harrodsburg area . After moving to Hopkinsville , he was employed in the local Christian County as a Deputy Clerk . Between 1861 and 1863 he was a captain in the Union's army during the civil war . He was then employed by the District Court administration. After a subsequent law degree and his admission as a lawyer in 1864, he began to practice in Hopkinsville in this profession.

Politically, Evans was a member of the Republican Party . In 1868, 1872, 1880 and 1884 he took part as a delegate at the respective Republican National Conventions . In 1871 he was a member of the Kentucky House of Representatives ; in 1873 he was a member of the State Senate . In 1874 Evans moved to Louisville, where he continued to work as a lawyer. In 1876 he ran unsuccessfully for Congress. An application for the governor of Kentucky in 1879 was unsuccessful. Between 1883 and 1885 Evans served as the Commissioner of Internal Revenue . He then continued his legal practice in Louisville.

In the congressional election of 1894 Evans was elected to the United States House of Representatives in Washington, DC , in the fifth constituency of Kentucky , where he succeeded Asher G. Caruth on March 4, 1895 . After a re-election in 1896, he was able to complete two terms in Congress until March 3, 1899. During this time the Spanish-American War fell . In 1899, President William McKinley appointed Evans to be a judge in the Kentucky Federal District Court. He held this office until his death in 1923.
