Health precautions due to COVID-19
As the European Championship is being held during the COVID-19 pandemic , preventive health measures have been set for all participants.
The European Handball Federation (EHF) laid down numerous measures to protect all participants in a hygiene concept. It was based on the concept of the International Handball Federation (IHF) that had already been defined at the 2021 Women's World Championship . All players must be vaccinated against COVID-19 or have fully recovered from an infection and undergo a PCR test every two days . If a player becomes infected with Corona at the tournament, he must go into isolation for five days. The EHF also stipulated the wearing of an FFP-2 mask . After the preliminary round, the EHF obliged the players to undergo daily PCR tests.
There are no spectator restrictions for the games in Hungary. All spectators must be vaccinated against Corona , have recovered or tested negative for PCR and also wear a mouth and nose cover in the hall. For the games in Slovakia, the Slovakian government published current rules on January 9, 2022; if the COVID-19 situation in Slovakia worsens, only fully vaccinated spectators should be able to attend. On January 8, the Slovakian ministries set a limit on the number of spectators to 25 percent of the hall capacity; all spectators must wear FFP-2 masks .
Toni Gerona , coach of the Serbian team, criticized the organization on site as "chaotic" just before the start of the European Championship. In fact, numerous players tested positive for COVID-19 during the tournament, and the mask requirement was not always observed in the halls
medals
The round medals are nine centimeters in diameter and weigh 400 grams each. They are made from an alloy of copper and tin . The medals were minted in the Kremnica Mint .
In addition to the 1st through 3rd place teams receiving gold, silver and bronze medals, the 4th place team will also receive a commemorative medal.
group draw
The draw for the preliminary round groups took place on May 6, 2021 in Vienna . The twenty-four qualifying teams were divided into four pots based on their qualifying performance prior to the draw . In addition, the host association assigned a team to each of the six groups and their host cities.

Each team received two points for each win and one point for each draw. During the preliminary and main round, the number of points determined the placement. Should two or more teams have the same number of points, placement will be decided as follows until a placement decision has been made:
- better goal difference from all group matches
- higher number of goals scored in all group matches
- alphabetical order
After the end of the preliminary and main round, the better number of points decides on the placement. Should two or more teams have the same number of points, the decision will be made as follows until a decision on the placement is made:

final placement
The places 1 to 4 of the European Championship will be determined in a final round among the teams in places 1 to 2 of the two main round groups. 5th place will be played between the two third-place finishers in the main round.
Places 7 to 24 will not be played:
Final placings 7 and 8 will be determined among the 4th place teams, final placings 9 and 10 among the 5th place teams and final placings 11 and 12 among the 6th place teams of the two main round groups. In the event of a tie, the better goal difference from all group games decides first, then the higher number of goals scored from all group games and finally the highest team against which the team played in the preliminary round according to the final ranking of the EHF EURO.
The final placings 13 to 18 were determined among the third-placed, places 19 to 24 among the fourth-placed of the preliminary round groups. In the event of a tie, the better goal difference from all group games decided, in the case of the same difference, the higher number of goals scored in all group games.
The top three-placed teams, other than already seeded World Cup co-hosts Poland and Sweden and reigning world champion Denmark, qualify directly for the 2023 Men's Handball World Championship . Since Sweden, as hosts for the 2023 World Cup, and world champion Denmark have reached the semi-finals, the teams in 4th and 5th place also qualify directly for the World Cup. Also, the top three placed teams qualify for the 2024 European Men's Handball Championship . The nine best-placed teams after these six teams (i.e. the other teams up to place 15) are in play-off round 2 , the nine worst-placed teams (places 16 to 24) have to play in play-off round 1 against the Qualifying Round 2 winners and Switzerland to compete.

squad
In December 2021, the 24 participating associations of the European Handball Federation announced the maximum of 35 players to take part in the tournament. Changes are fundamentally excluded. Before the tournament started, the squad lists of the national associations had to be reduced to 20 players. For each match day, the associations announce 16 players from this list for their squad. In the preliminary round, the main round and the finals, the associations can each replace a maximum of two players.
The COVID-19 pandemic has seen numerous roster changes as players contracted the coronavirus. Injuries and private reasons also led to some additional nominations in the final line-ups. Among the players who cannot or do not want to take part in the European Championship are some top stars.
