On the qualification for UEFA European Under-21 Championship in 2013 , all 53 member organizations of Union of European Football Associations (UEFA) .
The finals were awarded to Israel for the first time , whose team was automatically qualified. All other 52 teams had to qualify in the preliminary round. Players born on or after January 1, 1990 were eligible to play.
mode
The 52 national teams were drawn in ten groups - eight groups of five and two groups of six teams. The national selections had to play their encounters with two legs. The group matches were played from March 25, 2011 to September 10, 2012.
The respective group winners and the four best runners-up are qualified for the play-offs for entry into the finals. These then determined seven participants in the final round in the first and second leg.
Groups of teams from German-speaking countries
Germany
The German U-21 national team met in Group 1 against the teams from Belarus , Greece , Bosnia and Herzegovina , Cyprus and San Marino .
Austria
In Group 10 Austria played against the Netherlands , Scotland , Bulgaria and Luxembourg .
Switzerland
Spain , Georgia , Croatia and Estonia also played in the Confederate group (group 5) .
Liechtenstein
Liechtenstein was an outsider in Group 7 with Italy , Turkey , Hungary and Ireland .

All teams were divided into five pots, with pots A, B, C and D each comprising ten teams, while in pot E twelve teams were divided. The coefficients of the participants were decisive for the pot division, with those in pot A having the highest and those in pot E the lowest. Ten groups were formed from this.
