The competition started its new season on March 9, 1974 and ended on August 1, 1974. The championship was organized by the national association CBD . At the end of the season, the CR Vasco da Gama celebrated his first title. This was the first time that a club from Rio de Janeiro could win the championship.

1st round:
In the first round, the 40 participants were divided into two groups of twenty each. In the groups, the teams played against each other once. The top ten in a group qualified for the 2nd round. In addition, the two best non-qualified teams advanced. The results of all forty participants were compared. The last two participants for the second round were determined using the average yield from the first round.
2nd round:
Here the 24 teams met in four groups of six teams each. In the groups, the teams played against each other once. The best team in each group made it to the final round.
Final round:
In the final round, all teams played against each other once. Due to the tie between Cruzeiro Belo Horizonte and CR Vasco da Gama at the end of the round, a playoff between the teams was scheduled.

A total table was formed from the results of all games. This is used by the national association to calculate the perpetual best list.

On July 14, 1974, the fourth matchday in the group, the game between Nacional FC (AM) and Operário FC (MS) was canceled in the 66th minute. This was due to security problems. The score at the time of 1-0 for Operário was taken as the result.
After the final round, Cruzeiro Belo Horizonte and CR Vasco da Gama had the same number of points. As a result, a playoff between the clubs was scheduled. Since Cruzeiro had scored more points in the preliminary rounds (Cruzeiro 38, Vasco 34), the game should be played in their home stadium. Vasco protests against it. In the protest, security deficiencies were alleged under Article 59 of the competition statutes. According to these, the venue of a game had to be relocated if a game was influenced by aggressive behavior.
Vasco objected that there was an incident with the vice-president of Cruzeiro, Carmine Furletti, in the final round game on July 24, 1974 between Cruzeiro and Vasco (1: 1). The player Palhinha had pretended to be fouled, according to the referee Sebastião Rufino. When the referee did not punish this, the Vice President Cruzeiros tried to attack him.
Based on the referee's testimony, the association accepted Vasco's protest and the play-off was played at Vasco's home stadium.
The table only served to determine the placement of the individual teams in the season. At times it was used by the association to determine an eternal ranking list. It is made up of all the games played. In the sorting, reaching the respective final phase has priority over the points scored. In the event of a tie, the number of wins counts first and then the goal difference.
