During the district reform in Thuringia on July 1, 1994, the districts and independent cities in the Free State of Thuringia were restructured. The number of rural districts was reduced from 35 to 17 and the urban districts were enlarged by integrating surrounding communities. The district of Nordhausen was the only district that remained unchanged during this district reform .

Legislative process

After the re-establishment of the state of Thuringia on October 3, 1990, the state consisted of 35 rural districts and 5 independent cities. Of the total of 1707 municipalities, which differed greatly in terms of population and size, 916 had fewer than 500 inhabitants. Shortly afterwards, the realization took hold that the existing structure did not do justice to the tasks of municipal services of general interest.

Therefore, the planning of the reorganization started in April 1992. On the basis of the proposals of an expert commission of the Ministry of the Interior as well as the statements of the districts and municipalities, a draft law was drawn up and passed by the state parliament on July 15, 1993 as a law for the reorganization of the districts and independent cities in Thuringia (ThürNGG) . The law came into force on July 1, 1994.
