The three- cushion world cup 1999/5 was the fifth and last UMB / BWA world cup tournament in the 14th year of the three- cushion world cup. The tournament took place from 7 to 12 December 1999 in this discipline of carom billiards in Oosterhout . It was the eighth three-cushion World Cup tournament in Oosterhout.
The last World Cup tournament of the year brought great performances and great excitement. The American Sang Chun Lee would win the overall World Cup for the second time after 1993 if he made it to the final. He also started off convincingly and made it to the semifinals. Here he was a big favorite against the Portuguese Jorge Theriaga. But he showed nerves and was defeated by Theriaga 2: 3 sets. It would have been enough for Lee if Dick Jaspers didn't win the tournament. In the semifinals, Jasper's record world champion Raymond Ceulemans, who had shown great class in this tournament, was waiting . In the first round he eliminated the defending champion Torbjörn Blomdahl and in the round of 16 the very strong Dane Tonny Carlsen. The highlight for Ceulemans then followed in the quarterfinals against his compatriot Eddy Merckx . He started the first set with 15 points and ended the set in one shot, winning a mid-range car worth almost DM 40,000. Ceulemans had no chance against Jaspers in the semifinals. Jaspers played the tournament's best average with 3,000. Surprisingly, it was heavier in the final. After 1: 2 set deficit he was still able to win 3: 2 sets, whereby the fifth set ended very happily for Jaspers with 15:14 because Theriaga could not use three match points. The Dutchman thus secured the title of overall World Cup winner for the second time after 1997.

Tournament mode
The World Cup tournament was played as an open tournament. From a pre-qualification with a maximum of 124 participants, 12 participants qualify for the 1/16 final. The main tournament is played with 32 participants. There are 20 participants. The seeded participants are recruited from the best 18 players in the current world rankings. There are also two players who received a wildcard. The whole tournament is played in the KO system with three sets of 15 points each.

The three-cushion World Cup was organized by the founding association, the " Billiards Worldcup Association " (BWA) until 1998 . Disputes between the BWA and the world association Union Mondiale de Billard (UMB) led to parallel tournaments between 1994 and 1997. The UMB / BWA organized the tournament together until the beginning of 1999. Since the dissolution of the BWA in 1999, the UMB has been the sole organizer. From 1988-1991 the UMB did not host any world championships. During this time, the annual overall winner of the World Cup was crowned world champion.
