Alliance 90 / The Greens in the municipalities
In March 2013, Bündnis 90 / Die Grünen provided 37 mayors nationwide, most of them in Hesse, Bavaria and Baden-Württemberg. The larger green-governed cities ( large cities , independent cities and large district cities ) are almost all in Baden-Württemberg.
The strongholds of the Greens are university towns . The Lord Mayors of the Green Party in Konstanz ( Horst Frank , 1996–2012), Freiburg im Breisgau ( Dieter Salomon , 2002–2018), Tübingen ( Boris Palmer , since 2007), Darmstadt ( Jochen Partsch , since 2011) and Greifswald ( Stefan Fassbinder , since 2015). In October 2012 Fritz Kuhn won the mayoral election in Stuttgart , the largest city to date and the first state capital to be governed by green. Since November 2019, with Belit Onay , Hanover has also had a mayor from the ranks of the Greens as the second state capital.
The first green mayor in Germany was Elmar Braun in 1991 in Maselheim, Baden-Württemberg . Previously, in May 1990, Hans-Jürgen Zimmermann from the New Forum had already been elected mayor of Ludwigslust in Mecklenburg-Western Pomerania, and later he became a member of Bündnis 90 / Die Grünen. Sepp Daxenberger , who was the first Green Mayor of Bavaria from 1996 to 2008 in Waging am See and from 2002 also the state chairman of the Bavarian Greens, became particularly well-known before he became chairman of the parliamentary group in 2008. As a down-to-earth (organic) farmer, he succeeded in gaining a clear majority in the CSU home country Upper Bavaria . From 1996 to 2012, Horst Frank was the first Lord Mayor of a German city in Konstanz. In Berlin, Monika Herrmann is district mayor of Friedrichshain-Kreuzberg and Stephan von Dassel is district mayor of Mitte . With Franz Schulz and Elisabeth Ziemer , there were two district mayors in Kreuzberg and Schöneberg for the first time in 1996 .
Coalitions at the municipal level, which were seen as experiments or models for those in state and federal politics, caused a stir. There have been black-green coalitions in several cities in the Ruhr area since the mid-1990s , followed later by Saarbrücken , Kiel , Frankfurt am Main and Hamburg , whose Senate is also the state government and the highest body for municipal tasks.

District Mayor
There are district mayors in a number of large cities . Only those in the city-states are given here, as the city districts as self-governing units roughly correspond to the municipalities in the territorial states , even if they are not independent regional authorities with their own legal personality in the unitary municipalities of the city-states . In Hamburg the relevant office is not called the district mayor, but the district manager .
