  • Bucharest / Romania : The Romanian Parliament has relaxed a law to combat corruption. On the initiative of the ruling Social Democratic Party (PSD) and the liberal ALDE party , 167 MPs voted for the judicial reform and 97 voted against. Prosecution of civil servants will in future only take place if the person concerned receives “an unjustified advantage for himself or a family member”. If a company, an institution or a third party is favored, such abuse of power should no longer be punished. This means that the new regulation violates the United Nations Convention against Corruption (UNCAC). The Romanian President Klaus Johannis announced that he would take the new law to the Constitutional Court .

  • Mogadishu / Somalia : At least 14 people are killed in an attack by the Islamist Al-Shabaab militia on the Ministry of the Interior.
  • Noirmoutier-en-l'Île / France : Start of the 105th Tour de France
  • Sofia / Bulgaria : Start of the two-day 7th summit meeting of 16 Central and Eastern European countries with the People's Republic of China (CEE-China) at which the 17 heads of state and government and numerous company representatives promote closer cooperation between Central and Eastern Europe and China in important areas such as infrastructure , Technologies, agriculture and tourism. Among the participants are also representatives from 11 member states of the European Union.

  • Ankara / Turkey : President Recep Tayyip Erdoğan ordered the dismissal of 18,632 state employees, including almost 9,000 police officers and around 6,000 members of the armed forces and 199 university employees, by means of an emergency decree . In addition, twelve clubs, three newspapers (including the pro- Kurdish Özgürlükcü Demokrasi ) and a television channel will be closed.
  • Asmara / Eritrea : In peace talks between the Ethiopian Prime Minister Abiy Ahmed Ali and Eritrea's President Isayas Afewerki the establishment of diplomatic relations, the establishment of a direct telephone connection, the opening of the common border, Ethiopia's access to an Eritrean port on the Red Sea and the establishment of flight connections of the airline Ethiopian Airlines between Ethiopia and Asmara.   • Pong Pha / Thailand : During the rescue operation in the Tham Luang Cave near the border with Myanmar , four out of 12 children have so far been rescued by divers. A total of 50 international divers and 40 Thai divers were involved in the first rescue operation. Two days earlier, the diver Saman Kunan, a former member of the Thai special unit Navy Seals, died of a lack of oxygen in the cave.
  • Tokyo / Japan : After heavy rains from a typhoon, floods and landslides destroy numerous houses, streets and railway lines, especially in the Chūgoku and Shikoku regions . At least 65 people were killed.

  • Singapore : In a cyberattack , unknown health data stolen from the Integrated Health Information System (IHiS) database of 1.5 million people between May 2015 and July 2018, including information on prescribed medications from approximately 160,000 patients, including Prime Minister Lee Hsien Loong .

  • Amsterdam / Netherlands : Ahead of the 22nd World AIDS Conference , the world's largest meeting of experts on immunodeficiency, US AIDS expert and diplomat Mark Dybul warns of an alarming increase in the number of new infections coupled with the growth of young people in particular affected countries, which could lead to a "crisis of historic proportions". According to the United Nations Joint Program for HIV / AIDS (UNAIDS), there were around 1.8 million new infections in 2017 and around 37 million people worldwide are infected with the HI virus .
  • Kabul / Afghanistan : On arrival of the controversial deputy vice-president and former warlord Abdul Rashid Dostum on the Kabul airport , a suicide bomber blew himself up at the entrance to the air. At least 14 people are killed and 50 others injured. Official government representatives, including the second Vice President Mohammad Sarwar Danish and supporters, had received the former militia leader in a ceremony. Dostum had fled to Turkey in May 2017 over possible legal proceedings for abuse, kidnapping and rape . The terrorist militia Islamic State (IS) claimed responsibility for the attack.
  • Quneitra / Golan Heights : The Israeli armed forces (soldiers of the 210th Bashan Division) have in close political coordination between the Israeli government with the USA, Canada, France, Great Britain and Jordan from Syria near the border to the Golan Heights, which has been occupied by Israel since 1967 around 422 volunteers from u. a. US-supported aid organization Syrian Civil Defense (White Helmets) and their family members evacuated by bus. They were brought to Jordan via the Golan Heights . Several western countries agreed to accept the evacuees, including Germany with around 47 people. The Syrian government under President Bashar al-Assad said that the white helmets were first responders from a front organization for terrorists and puppets of foreign governments.
  • Havana / Cuba : The Cuban parliament passes a new constitution, in which private property is permitted to a limited extent , the term communism disappears completely from the constitution and marriage is enshrined as a union of two people . In November 2018, the new constitution will be voted on by referendum in Cuba.

  • Attapeu / Laos : A dam of the Xe-Pian Xe-Namnoy Hydroelectric Power Project in the Sanamxay district of the Attapeu province breaks and around five billion cubic meters of water flood the region. Hundreds of people are missing.
  • Kismayo / Somalia : According to unconfirmed information, at least 27 Somali soldiers and 87 attackers are killed in a car bomb attack and subsequent attack by the Islamist terrorist militia Al-Shabaab on a military base of the Somali armed forces in Baar Sanguni around 50 km south of Kismayo.

  • Linz / Austria : The German women's national team becomes world champion for the sixth time at the 2018 women's fistball world championship.
  • Moscow / Russia : Defense Minister Sergei Shoigu opens the 4th International Army Games in the “Patriot” war game and adventure park . 32 countries take part, competing in 28 competitions, including a tank biathlon on August 11th. In addition to the People's Republic of China, there are also Algeria, Angola, Armenia, Azerbaijan, India, Iran, Israel, Kazakhstan, Kyrgyzstan, Kuwait, Laos, Mongolia, Myanmar, Pakistan, the Philippines, Serbia, Zimbabwe, Sudan, South Africa, Syria, Uganda, Uzbekistan, Venezuela, Vietnam and Belarus represented.
