Bill Flores studied at Texas A&M University until 1976 and then until 1985 at Baptist University in Houston . He then worked in the private sector and made a career in the oil and gas industry. In this branch he worked for several companies in various positions. Eventually he became chairman of the board of the Phoenix Exploration Company . He was also a member of the Texas Real Estate Commission .

In the 2010 election he was elected to the US House of Representatives in Washington, DC in the 17th  Congressional constituency of Texas , where he succeeded Democrat Chet Edwards on January 3, 2011 , whom he had beaten with 61.8% of the vote. Flores was previously a member of the Budget Committee , the Veterans Committee and the Committee on Natural Resources, as well as three sub-committees. He later served on the Energy and Trade Committee and three of its sub-committees. He has headed the Republican Study Committee since 2015 . He is considered very conservative.

In early September 2019, Flores announced that it would not run again in the 2020 election. He was the fifth Republican representative from Texas to announce his retirement from politics in the 116th Congress , what political observers have called "Texodus" - a signal of the shift in the political balance of power in the state and the poor prospects of the Republicans in the 117th Congress to win back the majority. Flores' mandate ends on January 3, 2021. His successor is among others Pete Sessions , who represented the 32nd congressional constituency of Texas until 2019.

Bill Flores is married and has two children. The family lives privately in Bryan .
