In 1974, Krueger was elected to the US House of Representatives for the 21st District of Texas, succeeding OC Fisher . Krueger was one of the Democrats elected to Congress because of the Watergate Affair , instead of the Republican candidates. In 1976 he was re-elected, also due to the simultaneous election of Jimmy Carter as US President . During the election campaign, Krueger attached great importance to environmental and nature protection, which was honored by the voters. In 1978 he no longer ran for the House of Representatives, but instead for the seat in the US Senate, which John Tower occupied. In the election, Krueger had to admit wafer-thin Tower. He left the congress and was succeeded by Tom Loeffler in the 21st district . After his election defeat, Krueger was appointed by President Carter as the coordinator for Mexican affairs in the Department of State . He stayed there until Carter was voted out. In 1990 he returned to the stage. He successfully ran for a seat on the Railroad Commission of Texas , which is responsible for the administration of the railway lines and the award of concessions for oil and gas production. In January 1993, Senator Lloyd Bentsen resigned from his mandate. Governor Ann Richards named Krueger as his successor until the regular by-election in June. In the by-election, Krueger was relatively clearly defeated by Kay Bailey Hutchison . In June 1993, Krueger resigned from the Senate.

In 1994, Krueger was appointed US ambassador to Burundi by President Bill Clinton . Originally, Krueger did not want to work as a diplomat, but was convinced by Clinton to bring democracy to countries far away. Krueger stayed in Burundi until September 1995. He was then recalled by Clinton. In July 1996 he was sent again as ambassador, this time to Botswana . He stayed there until December 1999. Krueger then returned to Texas and has since appeared as the author of several books.
