Earl Frederick Hilliard (born April 9, 1942 in Birmingham , Jefferson County , Alabama ) is an American lawyer and politician ( Democratic Party ).

Career

Earl Frederick Hilliard graduated from Western-Olin High School in Birmingham in 1960 . Then he made 1964 a Bachelor of Arts degree at Morehouse College in Atlanta ( Georgia ) and 1967 a Juris Doctor at Howard University in Washington, DC After graduating he 1970 at the Atlanta University with a Master of Business Administration . After being admitted to the bar, he ran his own practice. Hilliard also had a political career. He was a member of the Alabama House of Representatives from 1974 to 1980 . He was then a member of the Alabama Senate between 1981 and 1992 . Hilliard was elected to the 103rd US Congress and re - elected to the four subsequent US Congresses . He served in the US House of Representatives from January 3, 1993 to January 3, 2003. When he ran for nomination for the 108th US Congress in 2002 , he suffered a defeat.
