A Wegebahn (sometimes also Bimmelbahn , in Austria also officially called slow train ) is a tractor with trailers for passenger transport . It is a motor vehicle with at least one trailer that is used for slow and often tourist transport on roads - for example for city ​​tours . The vehicles on a pathway are often designed in a railway- like look. Specially adapted tractors , passenger cars or minibuses are usually used as the tractor .

Tramways mostly run in the leisure or inner city area, often for round trips with several stops, for example at extended events such as trade fairs and folk festivals or as excursions. Other possible uses are commuting in tourist areas or health resorts or for connecting city centers with large shopping centers or major attractions.

Legal situation

In the Federal Republic of Germany, the operation of trams is regulated by § 32a StVZO . According to this, two trailers may be carried behind tractors if the length permitted for trains with a trailer (18 meters) is not exceeded. In an announcement by the Federal Ministry of Transport, Building and Housing from March 8, 2004, guidance is given on the necessary exemption permits, which aim at a maximum length of 20 meters and a maximum speed of 30 km / h.

In Austria, the framework conditions are laid down in the decree of May 2, 2002 (GZ 179711/6-II / B / 7/02): "Slow trains are vehicle combinations with a large number of trailers that are used to transport people." For tractors with a Design speed of more than 10 km / h requires approval from the governor in accordance with Section 106, Paragraph 14 of the KFG . The maximum length is 18.75 meters. You must not drive faster than 25 km / h. Only (fixed) seats are permitted. The entrances must at least be secured with chains. The decree regulates further details such as structure, lighting, brakes and personnel. Since 2008, the drivers of heavy slow trains (over 3.5 t gross vehicle weight) or towing vehicles with compressed air brakes must also have the F driving license and may not have more than 0.1 per mille alcohol in their blood.

Apart from these general regulations, the operation of such a railway in cities mostly depends on a permit from the respective city or local authority. Often exclusive concessions are granted over a longer period of time in order to take into account the considerable investments that a private entrepreneur has to make for the acquisition of a corresponding railway.
