Attac (originally a ssociation pour une t axation des t ransactions financières pour l ' a ide aux c itoyens ; since 2009: a ssociation pour la t axation des t ransactions financières et pour l' a ction c itoyenne; 'Association for the Taxation of Financial Transactions in the interest of the citizens') is a non-governmental organization critical of globalization .
Attac has around 90,000 members worldwide and operates in 50 countries, mainly in Europe.
founding
Attac was founded on June 3rd, 1998 in France. The impetus for the establishment was provided by an editorial by Ignacio Ramonet , which was published in the newspaper Le Monde diplomatique in December 1997 , and the establishment of an Association pour une taxe Tobin pour l'aide aux citoyens (German: “Association for a Tobin tax for benefit the citizen ") suggested.
His idea was to set up a global non-governmental organization (NGO) to put pressure on governments to introduce an international "solidarity tax " to control the financial markets, known as the Tobin tax . This meant the tax of 0.1% on speculative international foreign exchange transactions proposed by the US economist James Tobin at the end of the 1970s . The name of this organization, "attac", proposed by Ramonet at the same time, should, due to its linguistic proximity to the French word attaque , also signal the transition to the "counterattack" after years of adaptation to globalization.
Attac's activities quickly expanded beyond the area of the Tobin tax and the “democratic control of the financial markets ”. Attac's field of activity now also includes WTO trade policy , Third World debt and the privatization of state social security and public services . The organization is now present in a number of African, European and Latin American countries.
In 1999 the NGOs World Economy, Ecology and Development (WEED) and Kairos Europe took the initiative to found Attac in German-speaking countries .
Attac Germany
Attac Germany is a project of the registered association Attac Trägererverein eV The association is registered at the District Court of Frankfurt am Main under the association register number VR 12648.
In Frankfurt / Main on January 22nd, 2000, around 100 participants in the founding meeting decided to found a “network for the democratic control of international financial markets ”. This is to work closely with the French organization Attac, which was founded in 1998 .
Attac Germany consists of member organizations and individual members (as of April 2018: over 29,000) Attac sees itself as an "educational movement" with an action-oriented nature and expertise . Through lectures, publications, panel discussions and press work, the interrelationships of the globalization issue are to be conveyed to a broad public and alternatives to “ neoliberal dogma” are shown. A scientific advisory board has been accompanying Attac's work for several years. Actions are intended to generate pressure on politics and business to implement the alternatives.
The Noya youth network aims to address young people in particular for issues critical of globalization. In addition, there are a number of campus groups that are specifically geared towards students and educational topics .
Attac sees itself as a network in which both individuals and organizations can be active. In Germany there are around 200 Attac organizations, including ver.di , BUND , Pax Christi , Evangelical Student Community in Germany (Bundes-ESG), German Peace Society - United War Resisters (DFG-VK), Medico international and many development policy and capitalism-critical groups. At the moment, many of the more than 29,000 members are active in around 170 regional groups or the nationwide working groups.

Originally, Attac campaigned primarily for the introduction of the Tobin tax on financial transactions and democratic control of the international financial markets. In the meantime, Attac has also taken on other issues of the movement critical of globalization, of which it sees itself as part. Its members often take part in actions and demonstrations that tend to belong to the left-wing political spectrum. Attac criticizes the neoliberal globalization and tries u. a. to fight against poverty and exploitation with demonstrations and educational and awareness-raising work.

Attac's main criticism of the “forces of neoliberal globalization” (in Attac's language to be differentiated from cultural, ecological, political globalization) is that they could not have kept the promise of “prosperity for all”. On the contrary: the gap between rich and poor is growing, both within societies and between north and south. The motor of this kind of globalization are the international financial markets. Bankers and finance managers turn over billions in these financial markets every day, and their investment decisions are increasingly influencing social development. This would ultimately undermine democracy in the financial markets. Therefore Attac advocates, among other measures, the said taxation of financial transactions , the so-called Tobin tax. Attac claims that neoliberal developments are politically wanted, i. H. politics is not a victim, but a main actor in this process.
Attac advocates “democratic control” and regulation of the international markets for capital, goods and services. Politics must be based on the guidelines of justice, democracy and ecologically responsible development. Only in this way can the social inequality arising from the capitalist economy be balanced out.
According to its own statements, Attac would like to form a broad social alliance as a countervailing force to the international markets. The assertion that globalization in its current form is a practical constraint without alternatives is rejected by Attac as a pure ideology. Instead, alternatives are discussed under key words such as alternative world economic order, global governance , deglobalization , re-regionalization and solidarity-based economy .
The term “economic literacy” describes Attac's strategy of imparting basic economic knowledge to large parts of the population. Since more and more areas of public life are being subjected to the principles of the market economy , basic economic knowledge is increasingly required for participation in the democratic process and for forming opinions .
Working method
Attac says of himself that the principle is an ideological pluralism . In terms of content, however, there is also an irreconcilable contrast to economic liberalism . Attac wants to achieve its political goals peacefully and respectfully and react to violence in a de-escalating way.
At Attac, decisions are not made according to the majority , but rather according to the principle of consensus . This means that decisions are first discussed and - if nobody objects - they are supported by everyone. In this way, decisions can also be made on a provisional basis and discussed again later if one side advises them to do so. In this way, the spectrum of opinions of members and member organizations can be better integrated and a culture of majority voting cannot develop that would lead to minorities being ignored. Since Attac is not a political party that has to provide a uniform standpoint that can be called up on every topic, the disadvantages of the consensus principle are hardly significant from the viewpoint of the activists. Participation at Attac mainly takes place in working groups (AKs) or working groups (AGs) , which exist on the regional as well as on the national level on the various topics, as well as in numerous regional groups.
Attac's opinions on economic and political issues are also partly perceived by society, such as the increased appearances of Attac members in the media (DeutschlandRadio, Phönix) and on political talk shows (e.g. Sven Giegold at Sabine Christiansen , Maybrit Illner or Jutta Sundermann as a guest of Bettina Böttinger at the Kölner Treff ).
Advice
The Attac-Ratschlag is the highest decision-making body at Attac Germany. It meets twice a year, once as a basic Attac meeting with a focus on the exchange of experiences and once again as a decision-making body, including the annual elections for the Attac Council and the coordination group. Both meetings are public assemblies .
The Attac advice is a nationwide, public meeting of all interested people from the member organizations, local groups as well as the nationwide working contexts and active non-members. Decisions are essentially made by consensus, voting should be the exception. In the event of votes and elections, delegates are appointed by the member organizations and local groups.
At the advice, all those present, regardless of whether they are Attac members or not, have the right to speak and vote on content-related issues. However, the adoption of the budget and the election of the committees are reserved for the delegates. These delegates are determined by Attac groups, member organizations and nationwide working groups, each according to their own procedures, which are not centrally regulated.
Each local Attac group appoints two delegates. Attac groups with more than 100 Attac members appoint four delegates. Groups with more than 200 Attac members appoint six delegates. The member organizations operating nationwide each appoint two delegates. Nationwide working groups, campaigns, feminist attac (formerly: women's network), scientific advisory board, etc. also appoint two delegates each. (Decision advice Frankfurt 2002 and Aachen 2003)
A quota for women applies to delegations to the Council . The delegates of the Attac groups should be elected so that at least half of the delegates can be women, but a maximum of half are men. In other words: if women’s positions remain vacant, men cannot fill them, but empty men’s positions can be filled by women.
Legal dispute over non-profit status
In October 2014, the Frankfurt am Main Tax Office recognized Attac as non-profit and justified this step with “the general political goals” of the organization. Charitable status relates to limited goals, such as B. environmental protection and not a broad socio-political commitment to different topics, as attac does.
Attac appealed against the decision of the tax office. In November 2016, the objection was granted by the Hessian Finance Court and thus the charitable status was judicially determined. However, on instructions from the Federal Ministry of Finance, the tax office took action against the judgment with a non-admission complaint , which the Federal Fiscal Court accepted on December 13, 2017. The judgment of the Hessian regional court thus remained without legal force and Attac without recognized charitable status until a decision in the appeal proceedings.
On February 26, 2019, the Federal Fiscal Court announced that it would largely allow the appeal, but would again refer it to the Hessian Finance Court for the final decision. Non-profit associations do not have a general political mandate , which Attac does through press releases on very different topics. Influencing public opinion “in terms of one's own views” is not covered by the non-profit purpose of political education. This presupposes “acting in intellectual openness” and only includes the development of proposed solutions. The FAZ pointed out that this restriction applies equally to party-affiliated foundations . The Federal Fiscal Court further argued that unilaterally influencing political engagement can only be carried out for the benefit of a narrowly limited number of charitable purposes, including nature and animal protection and “the general promotion of the democratic state”. attac highlighted the "domino effect" that the decision of the Federal Fiscal Court would bring with it, because it is not just about attac. One of the largest German socio-political campaign organization Campact began in the course of the legal dispute to no longer issue donation receipts, as it fears that its non-profit status will also be revoked. With the withdrawal of the non-profit status, one mutes organizations that support campaigns with a general political character.
Already with and before the 2014 ruling, a restriction of tax-privileged political goals by the tax code was criticized. "Politics is not just a matter for the parties, it does not reflect today's civil society, " said Ulrich Müller, CEO of LobbyControl . Regardless of the ongoing legal dispute, attac is calling for an expansion of non-profit law in Germany. The purpose of the articles of association “Promotion of the democratic state” must be recognized as a charitable purpose, like environmental protection and nature conservation.

Attac Austria
Attac Austria is a nationwide association registered in Vienna under the number ZVR 969464512 and was founded on November 6, 2000. The foundation was prepared by 50 people from all areas of society. More than 300 interested people came to the opening event in Vienna. In addition to the proponents , the political scientist Susan George von Attac France, Stephan Schulmeister from the Austrian Institute for Economic Research (WIFO) and Brigitte Unger , Professor of Economics at the Vienna University of Economics , sat on the podium. The association has over 5400 individual members and more than 70 member organizations. Prominent supporters include the writers Franzobel and Robert Menasse . The most important regular events include an annual summer academy at different locations in Austria and, since 2009, an action academy organized jointly with Greenpeace and other NGOs. Attac Austria is also responsible for the Ways out of the Crisis initiative . The supporters of this initiative include the Poverty Conference , the Union of Community Employees , Art, Media, Sport and Independent Professions (GdG-KMSfB), Global 2000 Austria , the Union of Private Employees (GPA), Greenpeace Austria , the Catholic Workers Movement Austria (KAB ), the Austrian Student Union , the PRO-GE trade union , SOS Mitmensch and the Vida trade union, as well as a number of other organizations.
Working method
Attac Austria is an independent nationwide association registered in Vienna. According to its own statements, Attac Austria is not affiliated with any party. The coordinating body is the board elected at the annual general assembly. At the constituent general assembly on May 20, 2001, the principle of gender mainstreaming was anchored in the statutes of Attac. According to these statutes, the board consists of at least 50 percent women. Most of the work is based on the commitment of volunteer activists in almost 30 regional and numerous content groups.

Attac Switzerland
Attac was founded in Switzerland in 1999 and consists of around a dozen local groups. In contrast to the spelling in Germany and other countries, ATTAC Switzerland is written with capital letters.

General criticism

James Tobin , the “inventor” of the Tobin tax, distanced himself from Attac and other globalization critics in an interview with the German magazine Der Spiegel in 2001: “I really don't know the details of the Attac proposals exactly. The recent protests are quite contradictory and inconsistent, I don't even know if all of that reflects Attac. On the whole, their positions are well-intentioned and poorly thought out. I don't want my name associated with it. "
Anti-Semitism controversy
Attac was accused of being close to anti-Semitism from various quarters. In Germany, the Attac coordination group denied these allegations in December 2002 in the form of a discussion paper. It says that Attac sees itself as a pluralistic and open alliance. However, pluralism would not be defined as unprincipled arbitrariness, but would find its limits where racism, anti-Semitism and nationalism come into play. Even after this presentation, there was further criticism in this area, for example with regard to a poster that stood next to the stage on the Attac advice 2003 and which, in the opinion of critics, denounced interest bondage or a call by the Attac AG Globalization and War to boycott goods from Jewish settlements in Palestinian territories. In the weekly newspaper Die Zeit , Toralf Staud constructed the accusation, among other things through his interpretation of a displayed poster, that if people whispered about “ finance capital ” or “ Wall Street ”, this aroused the old prejudice of the greedy Jew. In his view, many critics of globalization succumb to the temptation to blame scapegoats for confusing developments . They reduced the complex interrelationships of globalization to a “plot of dark powers”.
In Austria, from June 18 to 20, 2004, Attac organized the blind spots congress of the criticism of globalization against anti-Semitic tendencies and right-wing extremist appropriation, supported by the documentation archive of the Austrian resistance . The congress is documented in a reader in which the topic is viewed critically and the general unanimous rejection of right-wing extremist ideologies at Attac is formulated.
reception
The withdrawal of the non-profit status of attac Germany by German courts marked a turning point in the work of attac in the Federal Republic. The donation-based financial basis of the organizational structures had to be realigned. Heribert Prantl wrote in the Süddeutsche Zeitung on the meaning of attac: "Regardless of how you feel about Attac's actions; you don't have to like the association ... to criticize the judgment of the court and its justification as extremely strange. The judgment ultimately means that, from the point of view of tax law, pointed action in civil society, that is, advertising for political projects and positions, is somehow a suspicious thing, in any case not worth promoting. " The verdict has a “toxic effect” on civil society as a whole.
