The music business is taken over by the Universal Music Group , a subsidiary of the French Vivendi Group for 1.9 billion euros . An international consortium led by the entertainment and electronics company Sony is buying the music rights for 2.2 billion US dollars .

- Tehran / Iran : At least 17 people are killed in an explosion in a Revolutionary Guard military base near the capital.

Anatoly Bibilow and Alla Dschiojewa will stand in a runoff election on November 27th . In a simultaneous referendum on the status of Russian , the majority voted for the status of the official language alongside Ossetian .

- Frankfurt am Main / Germany : The European Central Bank , the US Federal Reserve System , the central banks of Canada, Japan, Great Britain and the Swiss National Bank are making more money available to the global financial markets to ward off the sovereign debt crisis and to support the real economy . The central banks agree to reduce the cost of existing dollar swaps by 50 basis points from December 5, 2011. They also agree on swap transactions so that the currency required by banks can be provided at any time. The central banks thus guarantee the commercial banks that they are also liquid in other currencies.
