mode
This season there have been some changes in both qualification and group stage. The number of qualification rounds increased to three due to the increased number of participants compared to the previous year. Two teams from the countries ranked 1-3 in the UEFA five-year ranking (Germany, Italy and Spain) qualified for the group stage, and two started in the third qualifying round. Two teams from England, France and the Netherlands (places 4-6) were also seeded for the group stage and one team each started in the third qualifying round. One team each from Greece, the Czech Republic and Portugal (places 7–9) were selected for the group stage and one team each started in the third qualifying round. The second team from Norway (10th place) started in the second qualifying round. Denmark, Croatia, Austria, Russia and Turkey (places 11-15) each sent one team to the 2nd and one team each to the 3rd qualifying round.
The group stage was divided into two parts. In the first group phase, 8 groups of 4 teams were played. The first and second in each group qualified for the second group stage. The third-placed finishers in each group were allowed to continue playing in the 1999/2000 UEFA Cup . In the 2nd group phase, 4 groups of 4 teams were played. Here the first and second in each group qualified for the quarter-finals. In the case of a tie, the following applies in the group phases:
Points from direct games.
Goal difference from the direct games.
Away goals in direct games
Goal difference from all group matches.
Scored goals in all group matches.
Higher club coefficient at the beginning of the competition
