National Council of Villes et Villages Fleuris
The Conseil national des villes et villages fleuris ( CNVVF ; German: National Council of Flowered Cities and Villages ) was founded in 1972 under the name Comité national pour le fleurissement de la France (German: National Committee for the Flowering of France ) in 2001 Renamed non-profit association based in Paris , whose declared aim is to encourage French urban and rural communities to beautify the living environment of their residents and to encourage the reception of tourists.
He is responsible for the tender for the French competition Concours des Villes et Villes fleuris , which in Germany corresponds to the national competition Our village has a future (formerly: Our village should become more beautiful). As part of this competition, the CNVVF selects the winner with the Grand Prix , which is associated with the award of the title villes et villages fleuris .
history
The origins of today's CNVVF go back to an initiative of the former minister for civil engineering, transport and tourism Robert Buron . In 1959, he commissioned Jean Santeny , head of the Commissariat Général au Tourisme from 1959 to 1962, to set up an agency to encourage the French people to decorate their towns, villages, houses and farms. Around 600 municipalities took part in the first competition held in the same year. In 1972 5,300 participants registered, in 1993 the number rose to more than 10,000, in 2003 to 12,000.
organization
The administrative board of the CNVV, which is still chaired by the French State Secretary for Tourism , includes representatives of the state, in particular the State Secretariat for Tourism and the ministries responsible for agriculture, fisheries, the environment and culture, but also representatives of regional bodies, professional gardeners and landscapers Members of tourism organizations. Under their supervision, the association takes and encourages all measures that contribute to the expansion of green spaces and the improvement of the quality of life and carries out the necessary public relations work. The competition of villes et villages , which has been held since 1959, has been organized by the CNVVF since 1988 in close cooperation with the French regions , departments and municipalities .
The budget is funded by the State Secretariat for Tourism, the Ministry of Agriculture and Fisheries, the organization VINIFLHOR (an association of companies that are active in the fruit, vegetable, wine and flower sectors), various other partners and through the contributions of Worn by CNVVF members.
competition
The competition is held at national level, participation is free and open to any French municipality. In 2004, almost 12,000 municipalities, or about a third of all municipalities in France, took part.
In the scale of the evaluation criteria, 50% of the greening of the community (trees, bushes, flowers) is taken into account, and 30% of the efforts of the community to improve the living environment (cleanliness, beautification, containment of advertising space, participation of the population in the flowers, Protection of the environment), and 20% the animation and the underlining of the tourist advantages.
Candidates are accepted by representatives of the department. They make an initial selection for participation in the regional competition, the winners of which are awarded one or more flowers , the symbol of the villes et villages fleuris . The stylized flower symbol also serves to classify and decorates the plaque that is usually set up at the entrance to the town. A maximum of three flowers are awarded at regional level. The regional jury decides which candidates are allowed to apply for the fourth flower, which, like the Grand Prix, is awarded by the national jury delegated by the CNVVF.
In addition to the flowers and the Grand Prix, the following awards are given:
- Prix spécial des gares (special price for train stations)
