- Berlin / Germany : The office of President of the Federal Council goes to Ole von Beust ( CDU ), the First Mayor of Hamburg .
- Berlin / Germany : With the second stage of the introduction of biometric passports , the fingerprints of the two index fingers are also stored in the chips . Everyone who applies for a passport from today will get this new version. - Islamabad / Pakistan : President Pervez Musharraf imposes a state of emergency on the country. The Supreme Court judge is given house arrest for 30 days.
- Istanbul / Turkey : At the international Iraq conference, Iraq's foreign minister promises to take action against the PKK terrorist organization in the north of his country.
- Mexico : Hurricane Noel causes flooding in Mexico .
- Munich / Germany : There is a demonstration against the construction of a section of the Transrapid maglev train . State and local politicians have been promoting a Transrapid connection to the city center for several years.
- Orbit : During an outboard operation, the crew repairs the solar sail of the International Space Station , which was damaged when it was deployed.
- United States : The largest nuclear power plant in the United States is shut down because a bomb is found near the power plant. The owner of the car in which the bomb was found claims nothing of its existence.

- Germany : According to media reports, there was a breach of antitrust law on the German energy market after internal agreements between the energy giants RWE , E.ON , Vattenfall and EnBW . The “energy cartel” has artificially increased electricity prices in recent years.
- Guatemala City / Guatemala : In the second round of the presidential election , Álvaro Colom from the National Union of Hope received almost 53% of the vote. He will be the first Social Democratic President of Guatemala.
- Colombia : In Colombia there are severe storms with hailstorms.
- Mexico : A governor asks for help in dealing with the flood disaster , including a. there is looting.
- Pakistan : After President Pervez Musharraf declared a state of emergency for the entire country, security forces arrested over 500 people, private TV channels were switched off and the date of the parliamentary elections planned for January 2008 was called into question.
- Chad : Seven of the 16 Europeans arrested in Chad on suspicion of child trafficking and fraud will have their freedom back.
- Turkey : The eight soldiers of the Turkish Armed Forces , who were taken hostage by the terrorist organization PKK on October 21 , will be released. A PKK spokesman says this is a sign of the desire for peaceful solutions.

- United States : The Writers Guild of America, with more than 11,000 members, calls an indefinite strike due to failed salary negotiations.
- Turkey : Prime Minister Recep Erdoğan receives the President of the United States George W. Bush to discuss how to deal with the terrorist organization PKK .

- Baglan / Afghanistan : At a sugar factory north of Kabul an attack was carried out on a group of Afghan parliamentarians who wanted to visit the reconstruction. More than 30 people were killed.

- Vatican City : Pope Benedict XVI. publishes his second encyclical " Spe Salvi " ( German "We are saved on hope" ). The text turns against world views, science, politics and belief in progress as a substitute for Christian hope for eternal life and takes a particularly critical look at the philosophical works of Karl Marx and Francis Bacon .
